Duties Description
The Office of Mental Health (OMH) is recruiting to fill an Office Assistant 2, Grade 9, position in the Office of Financial Management, State Operations Finance Group, Utica Patient Resource Office (PRO). The Patient Resource Office is responsible for documenting financial resources of mental health clients and/or their family members in order to determine reimbursement sources to pay for services and to determine eligibility of benefits. The incumbents of these positions will be responsible for daily office support tasks.
Specific duties to be performed may include, but are not limited to, the following:
Non-Competitive HELPS Opportunity:
Candidates must have one year of clerical experience.
Transfer Opportunity:
Candidates must have permanent status as an Office Assistant 2, Grade 9, and be eligible for lateral transfer, OR be eligible for transfer via 70.1 of the Civil Service Law.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Specific duties to be performed may include, but are not limited to, the following:
- Complete Medicaid Welfare Management System (WMS) inquiries related to billing functions,
- Troubleshoot WMS error problems.
- Maintain and review various office logs to assure timely application for Medicaid benefits and analyzing and making initial determinations regarding eligibility for Personal Needs Allowance (PNA) benefits.
- Create and maintain many thousands of reimbursement files and for doing inquiry and data entry into various systems concerning the demographic, financial, program eligibility, and history information. Such systems include WMS, MHARS, FIS, eMedNY, OMH billing systems and SOLQ (Social Security Online Query).
- Perform clerical duties such as filing, forms completion, data entry and special projects.
- Provide support to professional staff by performing follow-up work as needed.
- Provide backup to other support staff.
