Minimum Qualifications

Competitive Minimum Qualifications
Current New York State Employee with one year or more of permanent or contingent- permanent competitive service, or 55 b/c service as a Medicaid Integrity Specialist 1; OR current New York State employee with one year or more of permanent or contingent-permanent service or 55 b/c service in a qualifying title and eligible for transfer under section 70.1, 70.4 or 52.6 of the Civil Service Law.
70.1 Transfer
Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
55-b/c program appointments: For a 55 b/c appointment, you must:

Excellent verbal and written communication skills; strong analytical skills; and the ability to work with others to resolve conflicts.
Additional Comments
Travel up to 10% to locations not served by public transportation may be routinely required.
As this position requires travel, the appointee must have a valid license to operate a motor vehicle in New York State or otherwise demonstrate their capacity to meet the transportation needs of the position.

Duties Description
This position will support the ITS Liaison & Technology Oversight function within the Bureau of Operations Management. The selected candidate will be responsible for the following duties:
- Assist with all logistics of Staff Transaction activities (Onboarding, Offboarding, Promotions, Reassignments, Name Changes, Extended Leaves, etc.), including submission of Service Now Information Technology Service Management (Service Now ITSM) tickets on behalf of supervisors, day-one onboarding logistics and guidance, and creation of onboarding profiles.
- Serve as an ITSM Business Approver for Agency staff ITSM Requested Items, conducting daily review and analysis of all ITSM tickets, trends, training opportunities or education gaps, etc. Serve as internal Point of Contact (POC) for ITSM ticket prioritization and escalation of breached incidents.
- Assist in development of new training resources and promotion of ITS guidance and resources to improve the technology experience of the Office of the Medicaid Inspector General (OMIG) staff including managing content on the MigNet Technical Support page.
- Assist with coordination of monthly remediation testing (Microsoft & Third-Party Software patches) with OMIG testers at direction of supervisor and in partnership with ITS.
- In collaboration with ITS, assist with coordination of technical projects including Windows/OS updates, server/network upgrades, software upgrades, Device Refresh, etc. Serve as a tester for various ITS Change Management.
- Liaise with other service bureaus (System Admin, Bureau of Business Intelligence, Human Resources, etc.) on technical solutions and/or training mechanisms.
- Other duties as assigned.
Minimum Qualifications

Current New York State Employee with one year or more of permanent or contingent- permanent competitive service, or 55 b/c service as a Medicaid Integrity Specialist 1; OR current New York State employee with one year or more of permanent or contingent-permanent service or 55 b/c service in a qualifying title and eligible for transfer under section 70.1, 70.4 or 52.6 of the Civil Service Law.
70.1 Transfer
- For a 70.1 transfer to this title, you must have one year of permanent or contingent-permanent competitive service in a 70.1 title allocated to a salary grade 16 or above (11 or above for a Trainee 1, 12 or above for a Trainee 2).
- For a 70.4 transfer to this title, your current title must be within two salary grades, and either be on the PCO or be on the PATT and possess a bachelor’s degree. Your score on either the PCO or PATT does not need to be reachable.
- For a 52.6 transfer to this title, you must have one year of permanent or contingent-permanent service in a 52.6 title allocated to a salary grade 16 or above (11 or above for a Trainee 1, 12 or above for a Trainee 2).

55-b/c program appointments: For a 55 b/c appointment, you must:
- Possess the minimum qualifications for the selected title as established by the Department of Civil Service and listed on the most recent exam announcement
- Meet the applicable minimal mental and/or physical requirements for the job (with a reasonable accommodation if necessary).
- Have a current Eligibility Letter from the NYS Department of Civil Service, www.cs.ny.gov/rp55/ and be able to provide it to the Human Resources Office upon request.

Salary : $52,198 - $65,001
