Duties Description The Local Government Specialist 1 duties in Local Government Services Division will include but are not limited to the following:
The core responsibility of a Local Government Specialist 1 in the Department of State's Division of Local Government is to function as a direct resource for local government officials in the implementation of the Local Government Efficiency program grant and technical assistance program. In addition, the position will also aid in land use planning and regulation, local government administration and community development planning and implementation
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Minimum Qualifications
You must meet the open competitive qualifications from the most recent examination announcement. The open competitive minimum qualifications are:
Experience drafting and analyzing policies and strategies that include land use and/or financial planning, service delivery, economic development or finance to assist local governments.
Undergraduate or graduate degree in regional planning or public policy or administration.
Employment with a local government in general administration and management or land use planning and regulation or similar work with local government officials.

55 B/C Appointment

- Manage community development and local government efficiency projects, including review of grant applications and administration of state contracts.
- Draft and deliver training courses to local government officials on municipal operation, management, and opportunities for efficiencies in the delivery of local services. Secondary assistance may be provided for land use planning, regulation, and community development.
- Provide technical assistance on municipal operations management, and local government consolidation to local officials. Additionally, the position will support the Divisions role in providing assistance on planning and zoning administration.
- Draft written materials to guide local officials on comprehensive planning, consolidation of services, government efficiency, and other management topics.
- Assist local government officials on implementing long-range planning; facilitating inter-agency cooperation; and identifying, analyzing, and proposing solutions to community development needs.
