Duties Description The Division of Local Government and School Accountability (LGSA) has embarked on a multi-year initiative, the Justice Court Fund (JCF) Modernization Project, that requires significant investment to redesign its business processes and legacy systems. These systems include the justice report filing application, report processing application and mainframe system. These systems are used to process 2,100 reports a month, generating and distributing approximately $600 million in revenue annually. The new system will be an integrated, web-based reporting and distribution system that facilitates reporting as well as the workflow processing, review, and analysis of required reports by JCF staff.

Justice Court Fund Business Process SME Oversight

Responsibilities

Under the general direction of the Project Coordinator (Business Lead) (M-3), the Project Assistant (SME) Supervisor (M-1) will be responsible for, but not limited to, managing staff and participating as part of the Justice Court Fund Project Team through all aspects of completing the JCF Project which includes:

  • Assisting and providing backup to SME Manager.
  • Supervising subordinate project staff.
  • Working with SME's, Developers and Business Analysis Team to explore and develop the functional business requirements, workflow processes, validation and business rules and reporting requirements that will contribute to operational efficiencies in the new JCF system.
  • Leading one or more subgroups responsible for designing and testing various new business processes and supporting system functionalities.
  • Identifying aspects of the project that impact other LGSA work units and undertaking activities to solicit their input and feedback on functionality that may prove useful to them.
  • Identifying aspects of the project that impact justices and other external stakeholders and undertaking activities to solicit their input and feedback on design concepts and other functionality that may prove useful to them.
  • Assisting in coordinating SME project activities with internal and external customers and stakeholders.
  • Assisting in ensuring that all business requirements for the various components of the JCF are adequately addressed as expressed in the requirements documentation.
  • Ensuring that issues and concepts identified during requirement elicitation and other work sessions are brought to the Team management for discussion and decision-making.
  • Ensuring that Communication and Outreach efforts are developed and include a focus for both internal and external stakeholders.
  • Reviewing work products and providing feedback as necessary.
  • Assuring that project deliverables provided by the Development Team meet the needs of the Justice Court Fund Unit as well as the local official users.
  • Assisting with analysis of legacy data for the purpose of data cleansing, data mapping and data transformation in support of the new business processes.

Communication and Training

  • Ensure that any changes to legislation impacting justices reporting or OSC's strategic direction that may occur are considered and incorporated into design requirements.
  • Assist in ensuring that training efforts for local government officials and LGSA staff are developed and scheduled for presentation in a timely manner as functionality is prepared to go live.
  • Effectively communicate with Team members and Management about project tasks, activities, expectations, and decision points.

Promote Staff Development

  • Provide clear direction, expectations, and feedback to enhance staff development including the preparation and delivery of performance reviews and learning plans, to ensure that staff are continuously developing in their current roles and progressing toward future career goals.
  • Provide guidance and support that facilitates critical thinking and the development of professional judgment.
  • Help develop the communication, technical expertise and problem-solving abilities of staff.
  • Identify appropriate training and professional development opportunities for staff.

Qualifications

Minimum Qualifications Must have at least eight (8) years of progressively responsible experience collecting, analyzing, or reporting government data, including the following (which may be concurrent):

  • At least one (1) year of supervisory experience in any of the areas identified above.

AND

At least two (2) years of experience in business process analysis for business process improvements solutions to enhance performance and productivity.

AND

At least two (2) years of experience in interpreting legislation, evaluating agency standards as they apply to government reporting and implementing or recommending policies to administer them.

An Associate's Degree may be substituted for two (2) years of general experience.

A Bachelor's Degree may be substituted for four (4) years of general experience.

A Master's Degree in a closely related field may be substituted for an additional one (1) year of the general experience.

Additional Comments Additional Comments: This position can be assigned to our Central Office in Albany or any of our Regional Offices. Travel to Albany, other Regional Offices, or other locations in NYS may be required.

  • Demonstrated facilitation skills which initiate discussion with business partners, both internal and external in order to achieve business process improvements objectives that continually improve customer service.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee's primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
