The New York State Unified Court System is seeking a HR Benefits Deputy Manager (Senior Management Analyst JG-28) to join the Benefits Unit within the Division of Human Resources. Reporting directly to the Director of Human Resources, this position oversees the delivery of non-salary benefit packages, including health insurance, life insurance, and additional insurance plans. The role also serves as a liaison with the New York State Employee Retirement System (NYSER) for judicial pension services and the New York State Department of Civil Service for insurance and other benefits.
- Serve as a liaison with health maintenance organizations, insurance carriers, and other entities regarding coverage and individual claims submitted by members of the judiciary.
- Act as an intermediary between judges/justices and the New York State Employee Retirement System on pension and retirement issues.
- Review new or proposed changes in benefit programs; develop instructional and training materials for local courts and administrative offices.
- Ensure compliance with federal and state benefit regulations.
- Oversee eligibility determinations and provide detailed explanations of available coverage.
- Guide judges and employees on benefits matters, including new hire orientation, annual open enrollment, and policy clarifications.
- Address exceptional circumstances and provide benefits counseling to resolve complex issues.
- Manage benefit analysis, reporting, and COBRA program administration.
- Supervise a team of benefits analysts in Albany and New York City.
- Travel within New York State is required.
