    COORDINATOR OF SCHOOL TRANSPORTATION SERVICES

    The Superintendent invites qualified and interested persons to apply for the position of Coordinator of School Transportation Services within the Office of Pupil Transportation.

    This title is governed by the New Jersey Civil Service Commission; meaning that a candidate for the position will be placed as a provisional employee. At a later date the candidate will be required to take an examination administered by the Civil Service Commission. Candidates must score and rank high enough on this examination in order to remain in the position as a permanent employee.

    DEFINITION: Under direction, plans, organizes, directs and coordinates school transportation programs, services, operations and staff; performs other related duties as required.

    QUALIFICATIONS AND REQUIREMENTS
    NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

    Seven (7) years of professional experience involving the organization, planning, direction and scheduling of mass passenger transportation services, three (3) years of which shall have been in a supervisory capacity.

    OR

    Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional supervisory experience.

    NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

    LICENSE:
    1. Appointees may be required to possess School Transportation Supervisor Certificate issued by the Rutgers University Center for Government Services.
    2. Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

    BASIC FUNCTIONS AND RESPONSIBILITIES
    1. Directs and coordinates the operation, maintenance, scheduling and reporting of a fleet of school buses.
    2. Supervises expenditures in budget categories affecting bus transportation in accordance with establishes regulations.
    3. Plans and supervises bus routes.
    4. Adjusts schedules and student bus assignments when necessary.
    5. Plans, organizes and conducts driver training courses, periodic refresher courses in safety, and workshops for school bus drivers.
    6. Prepares cost estimates and budget recommendations.
    7. Maintains communications between all personnel involved in pupil transportation, including parents, school principals and general public.
    8. Instructs and gives assignments to staff involved in student transportation.
    9. Recruits, selects, and recommends drivers and other transportation personnel.
    10. Prepares and compiles detailed and complex transportation reports and records for submission to Business Manager, Superintendent of Schools, County Superintendent and State Department of Education.
    11. Investigates accidents involving school buses and recommends disciplinary action when appropriate.
    12. Oversees the registration process for bus licensure.
    13. Maintains a central record of use of all vehicular units, including running costs.
    14. Visually inspects buses for needed repairs and ensures safety provisions and sanitary conditions meet standards.
    15. Supervises the preparation and maintenance of complex, detailed correspondence, records, and files.
    16. Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting., demoting and/or disciplining of employees.
    17. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
    18. Perform other duties and tasks assigned by supervisor.

    KNOWLEDGE AND ABILITIES
    1. Knowledge of State and local laws, rules regulations, policies and procedures dealing with public bus operation.
    2. Knowledge of bus inspection methods.
    3. Knowledge of the procedures used in the operation and maintenance of school buses.
    4. Knowledge of the types of violations commonly found in school bus operations.
    5. Knowledge of safety precautions to be followed when working with children both with and without disabilities.
    6. Knowledge of supervisory methods and techniques.
    7. Knowledge of problems involved in dispatching several vehicles from a central pool.
    8. Ability to give assignments and instructions to subordinates and supervise the performance of their work.
    9. Ability to direct the operation of a fleet of school buses.
    10. Ability to recommend the trade-in and replacement of vehicles.
    11. Ability to work collaboratively with superiors, associates, employees and other persons interested in or concerned with work of pupil transportation department.
    12. Ability to make impartial investigations of accidents involving school buses and to recommend as necessary, disciplinary actions against employee involved.
    13. Ability to develop and conduct detailed and complex studies, reports, and surveys concerning various phases of bus operation and maintenance.
    14. Ability to supervise the preparation and maintenance of essential records, files, and correspondence.
    15. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
    16. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

    SALARY, EMPLOYMENT PERIOD AND UNION AFFILIATION
    1. Salary: $82,885 - $102,166
    2. Employment Period: Twelve (12) Months
    3. Union Affiliation: Local 32
