Job Description
The HR Manager/FSO is responsible for developing and upholding policies and procedures related to Human Resources and Security within the company. This role independently handles both security and administrative tasks, considering all facets of security, such as personnel, physical, operations, and communications security, along with necessary oversight. Additionally, the role encompasses all aspects of human resources, including onboarding, employee engagement, maintaining confidential files, and reporting.Position Responsibilities
Human Resources (HR) Management- Develop and implement HR policies and procedures in compliance with federal, state, and local regulations.
- Full employee lifecycle, onboarding, training, performance management, and offboarding.
- Serve as the point of contact for employee relations, addressing workplace issues and providing guidance to managers and employees.
- Manage compensation, benefits programs, Employee Handbook, and payroll processes to ensure accuracy and timeliness.
- Design and execute initiatives to improve employee engagement, retention, and professional development.
- Maintain HR records and ensure data confidentiality and compliance with applicable laws.
- Stay updated on HR trends, compliance changes, and best practices.
- Reporting functions: HR ISO, EEOC, and VETS
- Manage the organization's compliance with the National Industrial Security Program (NISP) and other security directives as required.
- Oversee personnel security clearance processes, including initial investigations, reinvestigations, and incident reporting.
- Maintain and manage the Security Clearance Information Management System (e.g., DISS, NBIS, and NISS).
- Develop, implement, and enforce security policies, procedures, and training programs.
- Conduct security audits, self-inspections, and assist with Defense Counterintelligence and Security Agency (DCSA) reviews.
- Investigate and report security violations, breaches, or incidents in accordance with government guidelines.
- Serve as the primary liaison with government agencies, clients, and contractors regarding security matters
Qualifications
Experience Required:- Bachelor's degree in HR Management or Business Administration, or equivalent experience.
- Current and Active DoD Top Secret Security Clearance.
- FSO certification through the Center for Development of Security Excellence (CDSE).
- U.S. Citizenship is required due to government contract regulations.
- Minimum of 5 years of experience in HR management.
- Minimum of 3 years of experience as an FSO or in a security-related role within a government contracting environment.
- Excellent interpersonal, organizational, and problem-solving skills.
- Ability to handle sensitive information with discretion and professionalism.
- FSO certification through the Center for Development of Security Excellence (CDSE).
- Strong knowledge of NISPOM, DISS, NISS, and other security programs.
- Proficient in HR software systems and Microsoft Office Suite, Insperity, Deltek
- Professional certifications such as PHR/SPHR, SHRM-CP/SHRM-SCP, or equivalent are highly desirable.
