Note : This is a two-level non-competitive job progression. Based on experience, incumbents who meet the qualifications may be selected at either level, 3C, 4A, or 4B. Those chosen at 3C or 4A can progress non-competitively to the next grade level, as indicated below.

If chosen at the NF3C level;  Incumbent may progress non-competitively to the Associate Merchandise Financial Planner position, NF-04 (SC 4A) upon the completion of qualification requirements and training within a 2 year timeframe; advancement is not permitted with less than 1 year in current position.

If chosen at the NF4A level; Incumbent may progress non-competitively to a Associate Retail Finance Analyst, NF-04 / 4B, upon completing qualification requirements and training within a 2 year timeframe; advancement is not permitted with less than 1 year in the current position.

NF3C  Job Summary :   The Assistant Merchandise Financial Planner is the entry-level class in the professional Planner series. This classification performs a range of routine professional planning assignments under the supervision of a Senior Financial planner. Assist in developing and implementing financial plans, including sales, inventory, and profit.  Assists with monitoring sales and profit results and may provide recommendations to achieve financial goals.

Duties and Responsibilities :

Performs the following in the capacity of an assistant.

  • Assists in developing retail merchandise fiscal financial budget goals and procedures working closely with buyers and inventory planners.
  • Applies merchandise planning and analysis knowledge to perform monthly financial reviews on small-volume categories.  Identifies trends, potential growth opportunities, and areas of concern; develops and monitors action plans for the merchandising departments and the e-commerce web store.
  • Responsible for implementing and overseeing the order approval and open-to-buy process for sales and inventory for their retail merchandise categories.
  • Develops and performs analysis of special projects.  Plans, prepares, controls, and completes management projects and related correspondence related to the merchandising financial planning tools.
  • Assists Senior Financial planner in creating store projections. Prepares communication to the field relative to sales, inventory, and gross profit analysis.
  • Assists in identifying aged inventory and management of no movement by recommending action to the merchants.
  • Works under the supervision of a Senior Merchandising Financial Planner, who establishes deadlines and indicates the scope of responsibility.  Incumbent receives minimum supervision, carries out the mission independently, and exercises initiative and judgment in resolving problems and executing assignments.
  • Carries out a policy of courtesy and service.  Recognizing the importance of attention required in a retailing and service organization, one should exercise tact, good manners, and courtesy when working with fellow associates and external customers.
  • Conducts store visits as appropriate to evaluate the execution of business strategies and provide recommendations for improvement.
  • Performs other related duties as assigned.
  • Exercises independent judgment and approach in routine and non-routine situations. Consult with the supervisor on issues such as policy matters, deviations from normal procedures, or unusual circumstances. Performance is evaluated based on operational performance, skills evaluations, customer service, collaboration and teamwork, leadership, work quality, and established individual performance metrics.

The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required.

NF4A Job Summary :   Assist higher-level Merchandise Financial Planner with developing and implementing financial plans, including sales inventory and profit. Assists with monitoring sales and profit results and may provide recommendations to achieve financial goals.

  • Works under the supervision of a Senior Merchandising Financial Planner who establishes deadlines and indicates the scope of responsibility. Incumbent receives a minimum charge, carries out the mission independently, and exercises initiative and judgment in resolving problems and executing assignments. Carries out duties by established methods, procedures, and guidelines.
  • Carries out a policy of courtesy and service. Recognizing the importance of attention required in a retailing and service organization, he exercises tact, good manners, and courtesy when working with fellow associates and external customers.
  • Tactfully responds to inquiries and assists in a prompt, friendly, and professional manner.
  • Performs other duties as assigned.
