SUMMARY OF THE ROLE
NextDecade is seeking a full-time Engineering Manager, Instrumentation, Controls, and Electrical to support long-term operations for the Rio Grande LNG facility located near Brownsville, Texas. The position is based in Brownsville; however, it may require travel to and from Houston, TX. The incumbent will report to the Sr Manager, Facilities Engineering in the Operations Department, under the leadership of the Sr. Director of Engineering and Vice President of Operations. The role is a senior member of the facilities engineering team and may be required to backfill the Sr. Manager Facilities Engineering during periods of absence. The role has three (3) direct reports, as well as contractor Control System Engineers working within the team. Peer level personnel will include the Manager, Asset Integrity and Mechanical, and the Manager, Rotating Equipment.
KEY RESPONSIBILITIES :
- Manage the instrument, controls and electrical engineering team who are responsible for the following equipment, systems, and processes :
- I / C Equipment : Distributed Control System (DCS), instruments, fire & gas detection, control systems (e.g., Opticomp, turbine controls, local control panels etc.), control valves and emergency shutdown and blowdown valves, metering, analyzers, Public Address and General Alarm (PAGA) Systems and telecommunications,
- Electrical Equipment : UPS, motors, generators, power distribution, transformers, MCC, cathodic protection, heaters and heat tracing, Variable Frequency Drives (VFD), switchgear, earthing, and grounding
- Systems and Processes : Support alarm management and alarm response through control system optimization, overrides and inhibits, software change management, DCS support, Operational Technology security / Process Control Domain (PCD) security, control system obsolescence management, hazardous area certification and compliance.
- Serve as Technical Authority (TA) for instrumentation and controls, ensuring :
- Barriers against major accident events are maintained.
- Barrier impairment risks are appropriately managed.
- Functional safety management program compliance
- Plant changes are managed appropriately (including evaluation and approval)
- Coordinate and provide instrument controls and electrical engineering support for both day-to-day plant operations and long-term reliability and availability targets, including frontline response for issues and failures.
- Drive continuous improvement in instrumentation controls and electrical equipment (safety, cost, availability) through :
- Maintenance strategy optimization
- Root Cause Failure Analysis
- Bad actor analysis
- Management of Change
- Own the DCS support contract.
- Participate in risk assessments, PHAs, HAZOP, SIL, and SIF reviews as required.
- Ensure the Management of Change (MOC) procedures (including Software Change Requests) are followed and documentation for instrument, electrical and control systems is up to date.
- Develop and ensure adherence to all discipline specifications, standards, procedures, and guidelines.
- Manage the preparation of the instrumentation, electrical and control systems budget for the Facilities Engineering Team.
