Job Summary :
We are seeking a Procurement / Contract Specialist with experience in public procurement ideally within the public utility sector . This role supports solicitation bidding and contract administration for water and sewer pipeline construction projects ensuring compliance with federal state and local procurement laws .
Key Responsibilities :
Prepare post and manage public solicitations for water and sewer pipeline construction projects .
Facilitate and manage bidding processes including bid openings evaluations and contract award recommendations.
Draft and review procurement documents and construction contracts ensuring compliance with applicable regulations.
Maintain accurate procurement records and ensure full documentation of solicitation and award processes.
Work collaboratively with internal teams and external contractors to ensure project needs are met.
Monitor contractor performance to ensure compliance with contract terms and project milestones.
Respond to bidder inquiries and provide guidance on procurement policies and processes.
Assist in contract dispute resolution and issue management throughout the contract lifecycle.
Must Have :
Bachelors degree in Business Contracts Administration Supply Chain or a related field with 5 years of procurement experience OR High School diploma with 7 years of experience in procurement and contract administration.
Strong understanding of federal state and local procurement laws policies and regulations .
Experience in public procurement particularly in the public utility sector .
Expertise in drafting reviewing and negotiating construction contracts .
Proficiency in managing public solicitations bids and contract compliance .
Strong communication and collaboration skills to work with internal teams contractors and vendors.
High attention to detail for maintaining accurate procurement records.
Strong negotiation skills with suppliers and contractors.
Proficiency in procurement tools and systems (e.g. Oracle P2P ).
Advanced Microsoft Excel skills for data analysis and reporting.
Ability to manage multiple projects and meet tight deadlines .
Nice to Have :
Experience with budget and accounting activities related to procurement .
Knowledge of supply chain management strategic planning and project management .
Experience in procurement for construction contracts particularly in water and sewer pipeline projects .
Familiarity with public procurement best practices and operational activities .
Handson experience with Oracle P2P (ProcuretoPay) systems .
Proven ability to work under pressure meet deadlines and adapt to changing priorities .
Additional Information :
Contract Duration : 12month maximum.
Work Location : Washington Suburban Sanitary Commission (WSSC) Laurel MD .
Schedule : 1st Shift .
