Job Summary:
The Special Construction Supervisor is responsible for the scoping and cost estimation for delivery of fiber internet service to the businesses, schools, and various other entities in the communities we service. They are responsible for performing site surveys and developing a scope of work required to bring fiber from the ROW into customer premises. In many cases this requires working Nextlink Installation Technicians and Nextlink Sales Reps to determine the minimum point of entry for our facilities and determining the methods of construction required to perform plant extensions to reach and enter the customer premises whether by aerial or underground construction. The Special Construction Supervisor is responsible for performing and providing site surveys, completed cost estimates and scope of work that will be used to deliver the service to the premises. The Special Construction Supervisor is also responsible for managing the special construction project for the plant extension and ensuring the construction meets all local and national standards and requirements.
Essential Functions:

· Responsible for performing site surveys during the pre-sales process and developing a scope of work and cost estimate for the special construction activities required to bring service from the ROW into the customer premises.
· Works closely with Installation Technicians and Sales Reps during the pre-sales and service delivery phases of their assigned special construction projects
· Understands ROW construction standards including aerial and underground construction methods, permitting requirements, NESC standards, and OSP construction standards for fiber optic deployments.
· Site supervision during special construction that includes but is not limited to excavation, trenching, and boring activities for deploying underground fiber optic networks
· Ensures team safety and minimizes disruption to existing infrastructure and complies with jurisdictional regulations
· Direct supervision of subcontract resources and the ability to coordinate multiple resources as necessary to complete the special construction projects in a timely manner
· Understands local and state ROW permitting requirements to accurately scope special construction projects and to obtain necessary permits and ensure that the construction will meet local, state, and federal requirements such as county/city ROW permitting, DOT, etc.
· Accurately and effectively prepare written correspondence to cross-functional teams including site survey documentation and cost estimates.
· Attend construction meetings when requested
· Read and interpret construction documents, i.e.; prints and plans as well as splicing diagrams that are used in the splicing of fiber optics.
· Review preliminary construction prints from Right of Way authorities and determine potential conflicts; attend utility coordination meetings and construction progress meetings as needed.
· Establish positive relationships with team members, partners, and municipalities
· Ensure all employees have a safe working environment.
· Work closely with Engineering to ensure continuous feedback on the OSP design and any changes made to the design
· Comfortably recommending design changes to increase build efficiency
· Other duties as determined necessary.
Education and Experience:
· Minimum 5 years OSP construction personnel
· Experience scoping and estimating OSP construction projects highly preferred
· Experience with FTTH constructions projects highly preferred
· Experience with Excel, Google Earth, or ArcGIS systems
