We are seeking Contract Program Manger to support our Defense Counterintelligence and Security Agency (DCS) team at Quantico, Virginia. There will be opportunities for telework, but an in-office presence will still be required.
Job description
Responsibilities:
- Provide DCSA with business process support for all six (6) divisions of OCFO (Budget Planning, Budget Execution, Accounting, Financial Operations, CFO Act and Systems and Data). Activities will include initial assessment to identify business processes requiring support for each division, process development for each, and ongoing refinement to each business process identified for development in each division.
- Manage DCSA Contractor staff working the following areas:
- Accounting and Financial Reporting
- Accounts Payable and Revenue Accrual Processing
- Data and Report Analysis
- Budget Execution and Support
- Finance Management Policy Support
- Risk Management and Internal Controls (RMIC)
- Financial Systems and Data Support
- DAI Helpdesk Support
- Conduct Budget Execution reporting, data analysis and resolution support by providing reconciliation reports on a monthly basis and resolving data disconnects in the spend plan management tool and DAI.
- Mange customer billing and Collection contractor support , which includes maintaining the agency Background Investigation (BI) billing database to facilitate monthly customer agency BI invoicing.
Experience:
- Shall have a minimum of 5-10 years DoD PM experience managing projects and programs similar in magnitude and complexity as the work described in the PWS.
- Shall have a minimum of 5-10 years DoD financial management experience managing projects and programs
- Significant experience briefing upper management and must possess in depth understanding and knowledge of resource management and accountability.
- Excellent written and oral communication skills.
Education and Qualifications:
- Bachelor of Science degree in Accounting or Finance, or a Masters degree in any business discipline.
- Must have the following certifications:
- Professional Management Professional.
- Certified Public Accountant (CPA).
