WORK OBJECTIVE

Reporting to the Police Chief, this position is responsible for the supervision, coordination and control of all officers and assists the Chief with complex professional administrative work. The Deputy Chief directs all activities of the department in coordination with, as well as in the absence of, the Chief including planning, directing, and managing the activities of the Authority’s Police Department in the enforcement of laws and ordinances, the prevention of crime, and the protection of life and property, which will promote public safety and the general public welfare.

ESSENTIAL FUNCTIONS

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. It is not necessarily descriptive of any one position in the class. The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position.

· Assumes command of the Transit Police in the absence of the Police Chief.

· Serves as the Internal Affairs Officer for the Department, conducting, coordinating, and/or overseeing investigations, as well as recommending appropriate discipline in all cases to the Chief and working with the Authority’s System Integrity Department.

· Imposes discipline when necessary.

· Carries out all orders and directives from the Chief, clearly communicating to the entire Authority’s Police Department personnel the nature and directive of the orders.

· Provides technical and administrative direction, develops and monitors budgets, recommends policy and procedures.

· Participates in collective bargaining including the preparation of contract proposals and responses to Union proposals and represents the NFTA in bargaining with the Chief.

· Assists the Chief and HR with coordination of various elements and requirements of the recruitment, selection and promotion process including testing, interviewing, ensuring proper background checks, and making recommendations to the Chief.

· Responsible for ensuring all aspects of departmental training are met.

· Oversees the accreditation program.

· Coordinates crisis management response(s).

· As directed by the Chief, develops for review the Department’s program and fiscal reports including crime analysis reports.

· May be called to a major or other emergency scene at any time, including weekends and evenings.

· Responsible for oversight of the department including efficiencies, initiatives and capability of all personnel exercising appropriate advice, counselling and motivation to those individuals requiring improvement plans.

· Attends meetings and conferences for purposes of public relations, information gathering and exchange.

· Along with the Chief, represents the Department and maintains cooperation as a liaison with all other federal, state, and other local law enforcement agencies in law enforcement matters.

· Meets and answers questions from the news media; prepares and delivers public presentations to various groups; plans and conducts seminars on law enforcement and related subjects to the public.

· Performs other duties as directed by the Police Chief.

KNOWLEDGE, SKILLS and ABILITIES

Comprehensive knowledge of modern law enforcement administration, procedures, practices, and general criminal laws of New York State. General knowledge of police training, communications equipment, investigative techniques, crime prevention methods, community policing, and police supervision. Knowledge of laws, ordinances, rules and regulations and familiarity with functions, jurisdictions and authority of federal, state, and local law enforcement and regulatory agencies. Ability to plan and direct police operations while maintaining good working relationships and promoting respect and confidence of subordinates. Ability to develop and implement policies for law enforcement. Ability to prepare reports, develop programs and analyze and submit budgets. Ability to articulately express thoughts verbally and in writing and make public appearances and presentations. Ability to make decisions independently and in cooperation with established authority. Ability to establish and maintain cooperative and effective working relationships with associates, public officials, community groups and organizations and general public. Must possess the highest level of trust and confidence of the Police Chief and Executive Director.

MINIMUM QUALIFICATIONS

A Bachelor’s degree in Criminal Justice, Law Enforcement, Police Science, or related field; ten (10) years’ experience in law enforcement, with a minimum of five (5) years’ experience in management or supervision and three (3) years’ experience directing activities associated with Homeland Security; or an equivalent combination of education, training, and experience.

PHYSICAL REQUIREMENTS

Tasks involve the ability to exert very moderate physical effort in light work, typically involving some combination of reaching or bending, and that may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).

ENVIRONMENTAL REQUIREMENTS

Some tasks are performed with potential for intermittent exposure to disagreeable elements including, but not limited to, heat, humidity, inclement weather, loud noise, and weapons. Tasks include working around moving parts, vehicles, equipment, carts, and materials handling, where heightened awareness to surroundings and environment is essential in the preservation of life and property. Standard body gear and equipment applies in the preservation of life and property, as does safety equipment based on the nature of the work.
