What are the responsibilities and job description for the SUPERINTENDENT, FARE SYSTEMS position at Niagara Frontier Transportation Authority (NFTA)?
WORK OBJECTIVE:
This professional, administrative and management level position is responsible for the fare collection system operations for NFTA Metro Bus and Rail. The Superintendent, Fare Systems reports to the Manager, Fare Systems and is responsible for the effective day to day management of the MetGo Automated Fare System, oversight of operational issues across rail, paratransit and bus modes, identification, and resolution of issues through established protocols, on-going review of daily revenue and ridership data, sales data, equipment functionality and reliability measurements and other fare system processes. The Superintendent, Fare Systems will monitor activity, invoicing, payments, and relationships with third party vendors, social service agencies, schools, colleges and employers. The Superintendent, Fare Systems will create and utilize reports illustrating trend analysis, deviations, revenue security, equipment reliability and other topics as defined. The Superintendent, Fare Systems will maintain good working relationships with bus and rail operations and technical staff, customer support, money room operations, finance and others involved in the day-to-day MetGo fare system. The Superintendent, Fare Systems will support the Manager, Fare Systems in the ongoing administration of fare technology and systems. Considerable independence of judgment and actions are inherent at this level, and authority is delegated commensurate with this high degree of responsibility. Duties are performed under the direct supervision of the Manager, Fare Systems and are reviewed by conferences and results obtained.
· Supports the program management of Fare Collection System operations.
· Monitors, collects data, and provides decision-making support for fare technology and systems. Works across many departments within NFTA & NFTA Metro to coordinate and manage the fare collection system.
· Monitors scheduling of collection, safeguarding, and transportation of transit fare revenue; the supervision of processing, balancing, reconciliation, accounting and depositing of revenue; the supervision of the sale, distribution, and collection of revenue from legacy and electronic sales platforms, third-party sales, and the preparation of accounting and other reports.
· Monitors operational functionality of the MetGo systems, contractor responsiveness to malfunctions or deficiencies and compliance with contract.
· Works with contractors and consultants to understand fare system technology.
· Supports the development of procedures for the security of large amounts of money and the safe transport of transit fare collection.
· Responds to Customer Service queries and supports the distribution of MetGo cards to seniors, disabled and ADA community
· Monitors computerized and manual accounting reports, daily reports, and reports of injuries /unusual circumstances regarding employees or suspicious incidents surrounding fare revenue activities including fraud analysis and investigation.
· Monitors the budget, including overtime usage and requirements, vehicle usage and requirements, equipment needs and usage.
· Supports the completion of all required Metro, NFTA and outside agency reports.
· Maintains liaison and cooperation with other Metro departments and NFTA branches in carrying out assigned responsibilities.
· Performs additional duties and tasks as assigned.
MINIMUM QUALIFICATIONS:
A Bachelor’s degree, in public administration, engineering, IT, business administration/management or a related financial/ business discipline, plus eight (8) years of progressively responsible experience in technology, business development, transportation or finance, including at least five (5) years of supervisory/management experience, or an equivalent combination of education, training and experience.
