What are the responsibilities and job description for the NETWORK SERVICES MANAGER position at Niagara Frontier Transportation Authority (NFTA)?
WORK OBJECTIVE
The Network Services Manager (NSM) is responsible for leading the network operations of the Authority’s various information systems. Reporting to the Chief Information Officer (CIO), the NSM is tasked with providing technical expertise in all areas of networking, WAN, firewalls, video surveillance, voice/data, physical security controls, building management, virtual networking) network diagrams/documentation and monitoring. The NSM works closely with the various teams in the Information Technology department to ensure that systems and networks are always architected, designed, developed, deployed, and managed with an emphasis on redundancy, availability and security. The NSM is the primary resource for all data centers, telecom rooms, IDF/MDF which includes lifecycle and management of the power/UPS, environmental and physical security.
ESSENTIAL FUNCTIONS

· Create and maintain the enterprise’s network architecture and design.
· Create and maintain the enterprise’s network diagrams/documentation.
· Create and maintain architecture and interface documentation for all systems managed by the NSM.
· Create and maintain the enterprise’s network lifecycle program including but not limited to network switches/routers/firewalls, UPS, data center HVAC.
· Oversee the design, implementation, and management of networking infrastructure and services, including LANs, WANs, network segmentation (surveillance systems, physical access control platforms, fire controls and environmental management) phone/VoIP, and Internet systems.
· Mobile phone management includes procurement, asset management and subscription management.
· Ensure network performance by monitoring and analyzing network problems and outages, scheduling upgrades, and collaborating with network architects on network optimization.
· Develop and enforce network policies and procedures, ensuring network integrity, security, and compliance with industry standards.
· Manage a network team, providing guidance and leadership to achieve departmental goals.
· Coordinate with vendors, outsourcers, and contractors to procure network products and services.
· Keep abreast of new technologies and trends in network solutions, proposing and implementing enhancements to improve service quality.
· Ensure compliance with vulnerability and patch management protocols established by the cybersecurity team.
· Prepare and manage the budget for network hardware, software, and other resources.
· Conduct regular network audits to assess performance and compliance.
· Provide reports and updates to senior management on network status, upgrades, and developments.
· Optimize processes to enhance team productivity and service quality.
· Collaborate with other departments to align IT support with organizational goals and needs.
· Vendor management including staff management on/off-site
· Manage support and maintenance contracts for all systems managed by the network services team.
· Perform additional duties and tasks as assigned.

KNOWLEDGE, SKILLS and ABILITIES
· Working experience with the following technology vendors and products: Cisco Networking, Palo Alto Firewalls, SolarWinds, Service Desk, AgileBlue, NetBox, Okta, Cisco VoIP.
· Strong writing skills, as well as the ability to articulate security-related concepts to a broad range of technical and non-technical staff.
· Working experience with creating, implementing, and managing a threat hunting program within a corporate environment.
· Be a proficient problem-solver that can work autonomously.
· Confidential or sensitive information may be encountered during work activities and the expectation to keep this information private and secure is required.
· After hours support and on call may be required as the need arises.
MINIMUM QUALIFICATIONS
Bachelor’s Degree in Computer Information Systems, Computer Science or equivalent. Five years of relevant work experience or an equivalent combination of education and experience. Must be a self-starter and work well without continual supervision. Must be able to pass TSA and CBP background and security clearance checks.
