This position is responsible for the planning, organizing, and directing of a comprehensive human resources program. The human resources services include but are not limited to recruitment; training; personnel program monitoring and evaluation; policy development; labor relations; management of benefits and compensation programs; and related activities. As the Human Resources leader, the position will have a broader organizational management role, which will participate in the development and execution of the organizational vision, strategy, and goals of the departments of Nicollet County. This position is also responsible for assisting in leading Continuous Improvement and staff leadership initiatives.

DUTY FREQUENCY BAND / GRADE Advises and consults with department heads concerning performance improvement plans, disciplinary issues, and grievance procedures. Investigates employee relations issues and allegations of violations of county policies.

20�Interprets rules, policies, procedures and applicable laws for department heads, supervisory personnel and employees.

20�Administers program for recruitment, interviews, background checks, selection, promotion, and orientation of new and replacement hiring.

10�Proposes and drafts personnel and administrative policies and procedures.

Administers, monitors and participates in functions surrounding employee classification, job descriptions, and compensation.

Administers employee's insurance benefits programs. Including analysis of plans and recommendations to committee on design.

Prepares a budget which includes preparing cost estimates for budget recommendations, submitting justifications for budget items, monitoring and controlling program expenditures.

Participates as member of the personnel committee and management bargaining team. Assists with labor relations, contract interpretation, and benefit matters. Researches, prepares for and assists in compiling information needed for collective bargaining negotiations.

Serves as appointed authority for various State and Federal mandated compliance programs, including HIPAA and Data Practices.

Oversees the collection, use dissemination, retention and destruction of all personnel records and data.

Minimum qualifications :

  • Bachelor's degree in human resources management or related field, and five (5) years of human resources experience; or,
  • Any equivalent combination of education and experience to successfully perform the essential duties of the job.
