Job Overview:

The Asset Management Division is seeking a highly experienced, PMP-certified Project Manager to lead and deliver complex, multi-stream IT projects in a Scaled Agile environment. The successful candidate will be responsible for end-to-end project lifecycle management aligned with the Commonwealth Standard for Project Management, ensuring timely and on-budget delivery of large-scale initiatives.

Key Responsibilities:

Lead all project phases: Preselect, Initiation, Planning, Execution & Control, and Closeout

Act as a hands-on technical Project Manager, coordinating efforts between development teams and business stakeholders

Oversee and manage project budgets, resource allocations, schedules, risks, and deliverables

Ensure proper documentation of requirements, use cases, test objectives, test plans, and test cases

Collaborate effectively with internal teams, vendors, consultants, and contractors, including contract execution

Facilitate communication between Project Management Offices and IT leadership

Drive progress through clearly defined project metrics and reporting

Support system and application training initiatives

Maintain project governance in alignment with VITA standards (VITA certification preferred)

Manage complex IT projects valued at $10M or more, with multiple workstreams and stakeholders

Required Qualifications:

PMP Certification REQUIRED

Experience managing projects in a Scaled Agile environment

Proven track record managing large, enterprise-level projects ($10M )

Strong experience in technical project management, working with cross-functional technical and business teams

Proficiency with project planning tools and standard project documentation

Exceptional communication, collaboration, and stakeholder management skills

Preferred Qualifications:

VITA Certification (Virginia Information Technologies Agency)

Experience managing projects for government agencies or public sector clients
