We are seeking a Senior Contracts & Acquisitions Analyst to support a transformational information management program at the Federal Aviation Administration (FAA). In this position, you will serve as the key intermediary between the finance team and the contracts team as they work together to oversee contract modifications, track contract resources and funding status, develop burn rate projections, and process funding requests. This role is pivotal in ensuring the effective management and execution of the FAA's portfolio of support contracts as well as maintaining legal and regulatory compliance.
This is full-time, hybrid position - applicants should expect to work one day per week either at the customer site or NIRA headquarters (both in Washington, DC). In-person days and times may be flexible.

Core responsibilities of this position include:
- Overseeing contract administration activities, to include negotiating, establishing, tracking, and closing out contracts; updating and ensuring completeness of contract files; conducting cost/price analysis; and drafting and coordinating contract amendments and change orders
- Monitoring contract expiration dates, contract ceilings, labor categories, and renewal of option years to meet specific project requirements
- Ensuring contract compliance with all applicable local, state, and federal laws
- Developing and maintaining contract records to include modifications, price proposals, staffing rosters, burn rate calculations, and audit/reconciliation results
- Supporting financial planning and management activities, including submitting funding applications; reviewing funding documents and modifications; and tracking receipt and expenditure of multi-year funding
- Requesting and tracking Purchase Requisitions (PRs)
- Preparing invoices (including payment instructions) and submitting them to the proper authorities for payment
- Ensuring accuracy of project funds allocation and expenditures
- Bachelor's degree or higher from an accredited institution in Business, Economics, Finance, Management, or related discipline
- 8 years of relevant project, contract, and/or financial management experience
- Expert knowledge of federal procurement regulations and policies
- Strong Microsoft Excel skills
- Excellent oral and written communication skills and superior attention to detail
- Ability to work both independently with minimum supervision and collaboratively as a part of a team
- Ability to effectively prioritize and execute tasks to meet deadlines
- Ability to obtain/maintain a Public Trust clearance
- Knowledge of Federal Acquisition Regulations (FAR)
- Experience with the FAA Acquisition Management System (AMS) or similar federal procurement system(s)/process(es)
- Contracting Officer's Representative (COR) or similar training/certification
- Appropriations Law certification
