GENERAL SUMMARY

The Family & Enrollment, Recruitment, Selection, Eligibility, and Attendance (ERSEA) Services Coordinator processes enrollment applications per the eligibility criteria systems, procedures and policies established by the program, and coordinates recruitment efforts to help ensure the program is at full enrollment with a wait list. In addition, this position provides direct services to families and coordinates family partnerships and engagement services to enrolled families ensuring families are connected to community resources that meet their family needs.

This position ensures the confidentiality, security, and accuracy of records, and promotes positive employee, customer, and community relations. Strong written and verbal communication skills are required and outstanding customer service to fellow employees, customers, vendors, etc. is expected. Regular attendance is required, and on occasion, later hours or weekend time may be required with project deadlines and a neat well-groomed professional appearance is essential at all times.

PRIMARY RESPONSIBILITIES

Primary responsibilities are the basic job duties that an employee must be able to perform.   • Coordinate and attend community outreach events to advertise the program services, share information, and collect intake forms.
  • Follow up with families to conduct eligibility interviews and ensure enrollment application packet is completed.
  • Obtain required enrollment family information and documentation to process enrollment application accordingly to policy.
  • Process Birth-to-Five Head Start eligibility verifications for program placement.
  • Document all communications regarding application in Child Plus database.
  • Maintain waitlist for accurate selection of the families. Families with the highest need shall be identified during eligibility process via family interview process, eligibility screening, selection, and final enrollment process.
  • Track children's attendance and ensure teachers are maintaining contact with enrolled families.
  • Track children's attendance to ensure regular attendance is maintained. Identify barriers of irregular attendance, and support families to ensure child's attendance is regular.
  • Annually review and update ERSEA policies, procedures, eligibility / selection criteria, and service plans.
  • Annually review and update Family Services policies, procedures, eligibility / selection criteria, and service plans.
  • Provide timely and appropriate family support, including social services & community resource referrals.
  • Coordinate mandatory reporting of child abuse and neglect concerns to ICW / CPS, and supervisor and Program Director.
  • Stay current on all community resources offered to low-income families in the community. Maintain community resource notebook.
  • Collaborate with Health Services program to provide accurate health records, tracking and follow-up services as needed.
  • Assist teaching staff in coordinating monthly classroom parent meetings / trainings. If needed, assist with arranging childcare, food & transportation services for these meetings.
  • Assist with the gathering of information and data for community assessment.
  • Assist the Director with completing the annual Program Information Report (PIR), and program annual report.
  • Conduct in-person home visits with enrolled families to obtain family partnership agreements and learn of the family goals and needs.
  • Complete family partnership agreements with enrolled families : follow-up with family monthly, or at least quarterly to facilitate implementation of the partnership agreement, family goals / plans and document all contacts with the family and community resources offered to family.
  • Refer families into existing community resources, including scheduling and accompanying families to appointments.
  • Assist Health Services program with providing support to families to complete medical / dental exams, and any health concern follow-up.
  • Develop flyers, memos, and letters to families and the community informing them of program activities, closures, and other important information.
  • Assist the Family / ERSEA Supervisor with the development of the monthly newsletter.
  • Submit monthly reports to supervisor by the 3rd of each month.
  • Collaborate with core management team to annually evaluate systems and practices to assist in developing plans and strategies for program growth and development.
  • In collaboration with teaching staff, responsible for conducting child transitions ensuring the transition process is being followed per program policy.
  • Maintain accurate records for program documentation in family files, and Child Plus database.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Education and Experience

  • Family Partnership Certification, or work towards within 9 months of hire.
  • Three years' experience working in Head Start providing direct services to families and / or children.
  • Two years' experience processing program applications to ensure clients meet program eligibility requirements.
  • Must possess a valid Washington State Driver's license and maintain a driving record that meets the minimum requirements established by Nisqually Indian Tribes vehicle insurance provider.
  • Must maintain knowledge of Head Start federal regulations, performance standards, and laws.
  • Successfully pass a pre-employment drug screen.
  • Must obtain an initial physical exam and TB test upon hire. Obtain TB test annually.
  • The ability to work with vulnerable populations including adults and children.
  • Must pass a State and National (FBI) criminal history background check, and criminal background check and sex registry check prior to employment .
  • PREFERRED QUALIFICATIONS

  • BSW degree preferred.
  • Knowledge of the Nisqually Indian Tribe's history, customs, traditions, and ability to demonstrate cultural sensitivity.
  • Experience working with Federally Recognized Tribes.
  • SUPERVISION

    This position does not supervise. This position reports to the Family & ERSEA Services Supervisor.

    The physical demands described here are representative of those that must be met by a team member to successfully perform the essential functions of this position. While performing the duties of this position, the employee is frequently required to stand; walk; use hands to finger; handle; feel; or grip objects, stretch and / or reach with hands and arms; stoop; crouch or work in cramped or awkward positions; repetitive motions. This person may regularly lift and / or move up to 30 pounds. Specific vision abilities required by this position include close vision, distance vision, depth perception, and ability to adjust to focus.
