NATURE OF WORK : The Health Department Information Technology (IT) Manager is responsible for overseeing the Health Department Information Technology's daily operations. The Health Department IT Manager works closely with IT Department and Health Department management to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the health department.
DUTIES AND RESPONSIBILITIES :
Lead and manage daily Health Information Technology responsibilities including Helpdesk Calls, system backups, and network troubleshooting.
Plan, implement, and maintain technical services and projects.
Supervise Health Information Technology staff.
Identify staff development and training needs and ensure that training is obtained.
Gather and analyze computer hardware and software system requirements, design solutions, and ensure implementation of the designs as finished applications and systems including, specification, testing, and documentation.
Ensure the integrity of the internal network and provide information security assurance.
Communicate information about network and systems changes, issues and problems.
Maintain records, document work, prepare reports, compose correspondence, and coordinate efforts with vendors, management and staff.
Assist Chief Information Officer and Health Director in developing technical services that meet the changing needs and growth of the Health Department.
Assist Chief Information Officer and Health Director to define and implement Health IT policies, procedures, best practices, and ensure the Health Department meets and maintains IT based HIPAA compliance.
Implement and act as resource for a variety of organization wide projects.
Performs other duties as requested.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED :
Knowledge of current hardware and software technology utilized by the Health Department.
Knowledge of local area networks and wide area networks maintenance principles and practices.
Knowledge of operational characteristics of Information Technology equipment, peripherals, and various platforms.
Knowledge of Electronic Health systems and pharmacy systems.
Knowledge of Resource Patient Management System (RMPS) and Electronic Health Records (EHR)
Knowledge of HIPAA-mandated operations procedures.
Ability to troubleshoot, analyze problems, identify solutions, project consequences and implement recommendations.
Ability to coordinate maintenance and repair with other Information Technology personnel and service providers.
Ability to review procedures and approved manuals of software programs utilized by the Health Department.
Ability to effectively manage all private software programs for assignment of access / permissions and lockout aspects.
Ability to work collaboratively in all Electronic Data Interchange (EDI) forms and agreements between vendors and the Tribe.
Ability to maintain attention to detail in a work environment with constant interruptions and changing priorities.
Ability to evaluate technology and determine compatibility with existing systems.
Ability to research, analyze, and evaluate new service delivery methods, procedures and techniques.
Ability to establish and maintain effective working relationships with others to achieve goals.
Ability to communicate effectively orally and in writing.
MINIMUM QUALIFICATIONS :
High school diploma or GED.
A Bachelors Degree in Computer Science, Information Technology, or a related field AND 2 years experience in Network Administration and Systems Administration OR a combination of comparable experience and / or education.
Experience with Medical informatics in a Health Care setting.
Experience leading, managing, and supervising staff.
Must possess a valid driver's license and be insurable under Nisqually Indian Tribe's insurance policy.
