Position Description:
Reporting to the Controller, the Director of Human Resources and Administration has the primary responsibility for the daily corporate administration and Human Resources operations planning for Nissin International Transport U.S.A., Inc. The Director also provides advice and counsel to senior management on a wide range of matters.
Essential Job Functions and Responsibilities:
Human Resources
- Administers benefits for life, health, and dental insurance, 401(k) plans, vacation, sick leave, and LOA programs. Performs annual re-evaluation of policies for cost effectiveness and utilization, and ACA compliance
- Analyze department processes for efficiencies and cost effectiveness, produce solutions to streamline
- Maintain, develop and implement policies/procedures including for company safety program, workplace violence prevention, employee handbook, employee engagement programs
- Analyzes wage and salary reports and data to determine competitive compensation plan; conducts annual salary surveys; monitors performance evaluation program and revises as necessary to ensure compliance and equity within the company.
- Work with managers in all aspects of recruiting and staff development, from understanding the branch and manager needs, creating concise job descriptions, sourcing to talent to build a high performing diversified workforce.
- Work closely with outside recruiters and on-site staffing agency. Continuously review contingent labor on-boarding possibilities with branch managers
- Advise managers on succession needs and develop strategies to retain and develop key talent
- Conduct annual employee engagement survey and present results to senior management
- Provide advice and recommendations in all areas of Human Resources related programs, policies, issues and laws.
- Collaborate with HR Legal Counsel on issues as appropriate
- Conduct and document investigations pertaining to unemployment, harassment, discrimination, etc., in accordance with company guidelines as well as directives by company legal department.
- Provide coaching and training programs for managers and supervisor in areas such as harassment, disciplinary actions, career development, and performance evaluations.
- Investigates accidents and prepares reports for insurance carrier. Supervises companywide Safety program and the Workplace Violence Prevention Program.
- Protects the interests of employees in accordance with the company s HR policies and appropriate fair employment laws and regulations.
- Manage employment-based or business trip visa and immigration including I-94, DS156, DS-156E, I-140,I-129, invitation letters and passport renewals.
- Handles all required HR related audits and censuses
- Manage HR Staff
- Work on other ad hoc projects as needed
Corporate Administration
- Direct the process of all necessary licenses, permits, and bond issuances for company business operations.
- Monitor and control contracts and agreements including recordkeeping of important documents.
- Review various equipment lease and purchase contracts
- Collaborate with legal counsel on various contracts; facilitate process for review of corporate agreements by General Counsel from various departments
- Manage and monitor all corporate insurances, Health, Liability, Property, Auto, Warehouse, Freight Forwarding, Cargo and WC including insurance quotes, plan renewal, claim monitoring and handling for the company and related business entities.
- Performs annual re-evaluation of policies for cost effectiveness and Design, Plan, Administrate and manage cost-effective programs for utilities, communication, freight and other corporate programs.
- Responsible for Procurement, Disposition and Asset Control to ensure that all processes are in compliance and recorded properly.
- Manage the company auto fleet leasing program and fuel program.
- Manage safety program, workplace violence prevention program, and handle OSHA and other safety audits
- Manage and coordinate energy saving and go-green initiatives for the corporate headquarters location
- Primary liaison contact for the business contingency plans and periodic testing and drills, as needed
- Manage Administration Staff
Qualifications:
Education/Training
- Bachelor’s degree
- Minimum of 15 years of progressively responsible experience and a proven track record in a human resource management role.
- SPHR or SHRM-SCP designation, a plus
Knowledge/Experience
- Candidate will have breadth and depth of knowledge in Human Resources in the following areas
- Employee Relations including investigations, as needed

- Compensation
- Training & Development
- Legal and Compliance
- Prior experience with risk management planning and operations
- Business insurance coverages and claims handling (commercial package, auto, umbrella liability, marine cargo, D&O, EPL, fiduciary liability, etc.)
- Injury & Illness Prevention Plan (IIPP), Workplace Violence Prevention Plan (WVPP), safety
- Business contingency plans – development, scheduled plan reviews, periodic testing, and evacuation drills
Skills
- Previous experience with HRIS and Payroll processing systems, on-line benefits systems, ATS (i.e., Paylocity, ADP, Web Benefits, Benetrack, Ceridian, Paychex), web-based LMS applications, behavioral assessment resources
- Bilingual (English native/Japanese) proficiency, required
- Possess excellent customer service skills
- Proficient and tech savvy with MS Office and Google applications
- Possess excellent written and verbal communication skills and presentation skills
- Strong analytic, conceptual, and problem-solving abilities; strategic planning skills
- Demonstrated success working in a fast-paced environment
- Proven management leadership skills, while taking a “hands on” implementation approach when needed, in a small organization
- Excellent interpersonal and relationship building skills
- Flexibility and ability to work on multiple concurrent projects and prioritize workload
- Ability to work effectively as part of a team
- Ability to use considerable judgment, initiative and independence
- Ability to maintain confidentiality.

Physical Requirements/Other
- Must be able to travel
- Must have a valid driver’s license
- Must be able sit and/or stand for long periods of time, and work on a computer for extended periods and occasionally lift up to 24 pounds, as needed.
