Open to permanent employees in a competitive title who work in Contaminated Site Remediation & Redevelopment program and meet the requirements below.
Description
Under the general supervision of a supervisory official in a state department or agency takes the lead or may supervise, organize and assign technical or scientific work, including field and office studies, surveys, inspections or investigations associated with the enforcement of laws and/or regulations and environmental review and control work, organizes and makes tests and reports to assess Environmental impacts to include the physical, natural, and/or human environment and investigates environmental complaints concerning projects; conducts or supervises the processing of contract, grant and/or loan applications; does related work as required.
Specific to the Position
Position 1 : Manages and oversees the daily operations and activities of the Ground Water Remedial Action Permit (RAP) Section, which includes but are not limited to supervising staff, including timesheet approval and issuance of performance evaluations, assignment of work, guaranteeing staff and management coverage, confirming staff adherence to standard operating procedures and ensuring staff is clear on the objectives and priorities of the section. Also responsible for ensuring that all RAP related and technical issues are resolved with the regulated community. This position is necessary to protect public health and safety and of the environment.
Position 2 : This position will provide direct supervision, including performance evaluations and time sheet review/approval, for reviewers assigned to the Ecological Team. The position will be assigning real time and expedited ecological reviews to staff and will ensure that the work is completed in accordance with the Bureau's standard operating procedures within a timely manner. This position will be in charge of the internal guidance document involving the technical review of environmentally sensitive natural resource. In addition, this position will be the liaison to SRWMP BEERA’s Ecological Toxicology and Risk Assessment Unit and will coordinate all peer reviews and technical consultations.
Preferred Skill Set
Position 1 :Working knowledge of Technical Requirements for Site Remediation, Administrative Requirements for the Remediation of Contaminated Sites, and the Ground Water (GW) RAP Guidance, MNA Guidance, GW Technical Guidance: Site Investigation, Remedial Investigation, & Remedial Action Performance Monitoring, Vapor Intrusion Technical Guidance, Comingled Plume Technical Guidance, and Off-site Source Ground Water Technical Guidance documents. Proficiency in NJEMS and Microsoft Excel.
Position 2 : Working knowledge of the Ecological Evaluation Technical Guidance document and the Receptor Evaluation requirements in the Technical Requirements for Site Remediation (N.J.A.C. 7:26E)
Requirements
EDUCATION: Graduation from an accredited college or university with a Bachelor's degree in one of the Physical Sciences, Environmental Sciences/Studies, Chemical Sciences, Biological Sciences, Environmental Planning, Physical Geography or in Civil Engineering, Sanitary Engineering, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Agricultural Engineering, Mining Engineering, Industrial Engineering, or Bio-resource Engineering.
NOTE: A valid Professional Engineer’s license issued by the New Jersey State board of Professional Engineers and Land Surveyors may be substituted for the Bachelor’s degree in Engineering.
EXPERIENCE: Three (3) years of experience in environmental control work including field investigations, inspections, and preparing reports on the environment, or the preparation or review of Environmental Impact Statements.
NOTE: A Master's degree in one of the fields specified above may be substituted for one (1) year of the above experience.
NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.
License
