Roles and Responsibilities:
- Directs the development of the Bus and Rail Operating and Capital Budgets to ensure adequate
- funding of all planned expenditures. Directs the development of financial and operating
- performance measures and targets based on analyses and Senior Management priorities.
- Reviews analyses of financial performance against operating and capital budgets and against
- established measures of financial and operating performance. Compares results with information
- from other agencies. Recommends appropriate corrective actions.
- Reviews analyses pertaining to relevant financial issues. Oversees the maintenance of a
- comprehensive database for development and preparation of budget and financial presentations,
- reports, press releases and reviews. Controls client/server Automated Budget System (ABS) for
- operation.
- Ensures appropriate contact with State officials (DOT, OMB, OLS, Governor’s Office), federal
- agencies (DOT, FTA), APTA, other transportation properties and transportation advocacy groups.
- Provides guidance on sound financial management and budgeting principles. Provides
- appropriate training pertaining to budgeting processes, using client/server and personal computer
- systems and applications.
Education, Experience and Qualifications:
- BA Degree in Finance, Accounting, Business Administration or another related field
- MBA/ CPA desirable.
Knowledge and Skills:
- Eight years of budget and financial experience including five years of management level
- experience.
- Knowledge of mainframe, client/server and personal computer financial applications required.
