Job Title: Manager, Contract Oversight Maintenance of Equipment
Summary
Reporting to the NJ Transit Superintendent of Light Rail Operations – HBLR - This Position manages and monitors the Design, Build, Operate and Maintain (DBOM) activities of the Contractor in all related aspects of that Operation. The positions is responsible for ensuring that the interests of NJ Transit are protected and that the Contractor meets or exceeds requirements of service quality management in providing the customer with clean, safe, and reliable transportation.
Roles and Responsibilities
- Reviews and analyzes the operating policies and procedures of the contractor based upon the accepted “best practices’ of the industry.
- Reviews Daily Reports to ensure that incidents, unusual occurrences, or accidents are reflected accordingly.
- Ensures that the Contractor follows “best practices” and contractual requirements in relations with Local, County, State and Federal Governmental entities; liaisons with NJ Transit Governmental Affairs, Corporate Communications, NJTPD, and other NJ Transit departments and divisions as required.
- Coordinates with the Contractor with the review of plans to ensure the compliance with NJ Transit Engineering Standards, the proper issuance of permits, establishment of Temporary Access Permits, and third-party compliance.
- Supervises O&M compliance in the areas of Maintenance of Equipment – LRT Rolling Stock: Daily Inspections, Scheduled Inspections, Preventative Maintenance, Overhaul activity.
- Works with the Contractor in conceptual planning and design for system wide enhancement and improvement in the areas of maintenance to ensure no adverse service impacts to the public are incurred.
- Monitors the Capital Asset Replacement Program and provides input to Capital Budget Preparation and Variance analysis.
- Backfills the duties and responsibilities of the NJ TRANSIT Superintendent as needed/directed. May also be deployed to perform same functions at RiverLINE and/or Newark Light Rail as directed/needed

Education, Experience and Qualifications:
- Bachelor Degree in Engineering, Transportation, Industrial Management, or Business Administration or a similar field is preferred.
- Three (3) years of closely related experience in commuter rail transportation, vehicle maintenance, or infrastructure maintenance, may be substituted for each year of education required.
Knowledge and Skills:
- Excellent verbal and written skills with experience in the oversight of and/or the conduct of a performance/operating contract is strongly preferred.
- Knowledge of local, state, and federal governing policies and regulations as related to the discipline of equipment maintenance in a rail environment is strongly desired.
