Roles and Responsibilities:
- Under the guidance of senior staff, manages and performs engineering work for design or construction projects with general supervision.
- These projects are assigned to consultant firms, characterized as crossing multiple discipline areas with similar or related functions; Maintains familiarity with constantly changing codes.
- Utilizes various project or construction management techniques to manage assigned work/projects for successful outcome.
- Prepares and updates project schedules in maintaining overall work program goals.
- Coordinates phases of work between consultants, contractors and other disciplines to maintain schedules and projected dates.
- Assists in development of contract scope of services and coordinates activities related to initiation, advertisement and execution of contracts.
- Coordinates with user groups for the preparation of project-specific scope of services, verifies operational needs, independent cost estimates, consultant staff hour negotiations, contract execution, construction and maintenance.
- Coordinates with the Procurement unit to ensure all contractual processing meets NJ TRANSIT policy.
- Assists in evaluation of change requests and/or change orders, reviews technical questions and advises contract administrator of same. Reviews cost estimate for consultant and contractor change orders.
- Coordinates, reviews, approves and/or pays invoices, prepares memos and letters, updates project related information in the databases, prepares/updates progress reports, and daily reports and tracks open items.
- Prepares reports, exhibits, and presentations and performs necessary administrative tasks for project related issues.
- Performs site inspections, attends meetings and field reviews.
- Coordinates review of work packages of consultants and filed work of contractors.
- Prepare budgets, specifications and/or cost estimates for assigned engineering projects.
Education, Experience, and Qualifications:
- Bachelor degree in Engineering/Architecture, Construction or Project Management, including coursework in one or more aspects of engineering design or construction related to infrastructure projects required.
- Working knowledge of Microsoft Office software required.
- Working knowledge of scheduling software is desired.
Knowledge and Skills:
- Skilled in reviewing and interpreting technical data,
- Skilled in managing multiple priorities and making timely decisions,
- Skilled in preparing and reviewing engineering reports,
- Ability to work independently and make decisions,
- Ability to establish and maintain effective working relationships with others,
- Ability to monitor and assess the performance of consultants and contractors
- Ability to utilize engineering design skills to identify and resolve issues necessary to implement solutions to meet product quality and schedule,
- Ability to build teams and get them focused on a common goal,
- Ability to facilitate meetings, organize presentations knowledgeably and clearly to all levels of participants,
- Ability to utilize a personal computer.
- Engineer-in Training (EIT) or ability to acquire in 6 months preferred.
