Summary: Provides strategic and operational support to the Chief Human Resources Officer and Human Resources’ Deputy Chiefs. Oversees Human Resources’ departmental budget. Leads, manages the development, execution, and delivery of key strategic and operational projects within the Human Resources Department.
Roles & Responsibilities:
- Serve as a key member of the HR Senior Leadership team, working closely with Chief Human Resources Officer and Deputy Chiefs to effectively manage and support the strategic operations of the department
- Lead and support Chief Human Resources Officer by anticipating, planning, and managing events for leadership i.e., Town Halls. including preparation of materials, drive agenda and post meeting follow-up.
- Create and manage internal communications for HR announcements, speeches, talking points and presentations
- Establish project teams and distribute the project workloads and deadlines. Serve as a liaison between project teams, third party vendors, and other NJT departments.
- Act as a strategic thought leader to the CHRO and DCHRO’s ensuring continuity of operations when they are not available.
- Build and maintain relationships with key stakeholders including SVP’s, employee, and external partners. Act as a departmental representative for the CHRO and DCHR at meetings, committees and events as requested.
- Oversee Human Resources Departmental budget and ensure projects come in within budget.
- Provide regular project status updates to senior leadership and stakeholders.
- Collaborate with other departments to identify and implement process improvements
- Support the implementation of new HRIS databases or cloud services.
- Track key performances indicators (KPI’s) for the Human Resources Department.
- Establish project teams and distribute project workloads and deadlines, ensuring the effective management of all project activities, including the implementation of the Human Capital Management (HCM) system.
- Provide regular project status updates to senior leadership and stakeholders, highlighting milestones, challenges, and resolutions.
This Position Supervises:
- HR Strategic Project Manager.
Education, Experience & Qualifications:
- Bachelor’s degree in Business, Human Resources, or a related field and at least ten (10) years of relevant project management experience.
- Any relevant combination of education and experience may be substituted for educational requirement.
- Master’s degree is preferred.
- Procurement experience preferred.
Knowledge & Skills:
- Excellent project management and time management skills.
- Strong written communication skills.
- Knowledge of procurement process in either public or private sector.
- Ability to meet critical deadlines
- Strong analytical skills with the ability to drive decision making.
- Demonstrated relationship building skills – particularly with executive leadership.
- Proven ability to collaborate effectively across all levels of the organization, foster teamwork, and navigate ambiguity while driving results.
