Roles and Responsibilities :

• Develops scope of work with operating and other regulatory units. Develops preliminary budgets, schedules, feasibility studies and cost / benefit analysis for routine and complex engineering projects.
• Performs track and track structure design for inhouse design projects, supervises and approves plans, specifications and cost estimates, schedules and other contract document preparation by extension of staff design consultants or assigned inhouse staff. Reviews designs and contract plans prepared by external consultants.
• Oversees code review, permit submittals, and regulatory reviews, etc.
• Oversees the preparation for evaluation and approval of change orders related to design changes.
• Performs bid analysis. Provides technical support regarding questions, submittals based on technical input from consultant.
• Selects consultant by RFP.
