Leverage the rig management toward creating an injury free rig culture. Work to develop better (rig based) safety leaders by providing leadership and direction with regard to the Worldwide HSE Plan and the “Five Pillars”. Implement and uphold safety and environmental compliance requirements. Identify the principal challenges to creating an injury free rig culture. Establish clear learning and development targets for the rig management and functional heads to become highly competent safety leaders. Monitor progress and produce periodic performance updates. Provide feedback to the rig management regarding the challenges successfully addressed and those remaining. Coordinate with the rig management to celebrate all successes / breakthroughs.
QUALIFICATIONS
  • High School Diploma (College Degree preferred).
  • Very articulate; ability to effectively communicate key points.
  • Minimum of 3 years work experience; E&P industry or heavy industry required.
  • Good working knowledge of regulatory protocols.
  • High Energy; Passionate about making a difference; Willing to Learn; Self Starter; Self Motivated.
  • Creative thinker; Able to see the big picture and think outside the box.
  • Organized with high level of integrity.
  • A people person - someone who genuinely cares about people.
  • Proficient with the Microsoft Office suite of programs.
  • Advanced level First Aid skills would be desirable.
ESSENTIAL FUNCTIONS
  • Monitor routine rig operations for strict compliance with Noble’s HSE Management System (HSE-MS) e.g. Permit to Work (PTW) System; Safe Rigging and Lifting Requirements; Derrick Inspection Manual; Job Safety Analysis requirements etc.
  • Identify all sources of non-compliance. Cross reference to the “three buckets” of Visible Leadership, HSE Systems and Rig Safety Culture. Provide recommendations for addressing all sources of non-compliance.
  • Develop relationships and build trust with rig management, functional heads and rig crews by initiating frequent safety related conversations. Help to change perceptions (as necessary) by making safety personal.
  • Identify those policies and procedures supporting the HSE-MS that are either unworkable or in need of revision. Communicate all change requests to the regional HSE group.
  • Promote hazards as energy sources. Integrate into pre-tour/pre-job meetings.
  • Direct, coach and mentor Rig Management (especially the Rig Manager, Assistant Rig Manager - and where applicable, the Master) and the functional heads to become better Visible (Safety) Leaders by integrating the “Five Pillars” of the Worldwide HSE Plan into daily work schedules and through establishing clear performance targets. These may include but are not limited to:
  • Pillar 1: Demonstrate Genuine Care and Concern - Agree and establish the desired expectations and behaviors that need to be promoted, recognized and rewarded. Schedule joint (STS and Rig Management) Management By Walk Arounds (MBWA) to build relationships and develop trust with all rig personnel including 3rd Parties and Operator/Customer representative.
  • Pillar 2: Measure and Respond to Exposure - Establish the expectations for all subordinates to promote frequent conversations regarding the safe execution of work. Focus on desired behaviors rather than primarily results and outcomes, e.g. no injuries.
  • Pillar 3: Conduct Safety Perception Audits - Identify those individuals and/or groups that still need to change their behaviors to promote and sustain an injury free culture. Monitor if the reinforcement of desired behaviors (from rig management and functional heads) is consistent in all circumstances - irrespective of rig operations or critical moments.
  • Pillar 4: Make Safety Personal - Coach and influence individuals and/or groups on making safety personal. e.g. communicate that even if the possibility of incurring an injury is remote; how this can translate to potentially devastating consequences for the individual’s (and family’s) quality of life.
  • Pillar 5: Celebrate Successes - Monitor the development of the rig management toward becoming better Visible Leaders (Safety Leaders). Identify the successes/breakthroughs that should be recognized and celebrated; identify the challenges that remain; provide feedback on all disconnects and learning opportunities to rig management; and adjust performance targets as necessary.
  • Help align the planning process for daily operations based on the standard improvement cycle. PLAN the pre-tour and pre-job meetings, establish how the work is to be executed; DO frequent Management by Walking Arounds (MBWA), gain insight through observations and conversations; CHECK - conduct post job/post tour debriefs; i.e. did the work get executed as agreed at the pre-tour, pre-job meeting?; FEEDBACK - Share lessons learned from the observations/conversations, post job/tour debrief into the planning process for the next day’s pre-tour/pre job meeting.
  • Oversee all HSE training (competence) requirements for rig management, functional heads and rig crews. Oversee the application of Skills VX to capture all training/licensing certifications.
  • Recommend reading material, training films, workshops (supported by the Learning and Development group) as appropriate for rig management, functional heads and rig crews.
  • Coordinate the offshore orientation for all personnel boarding the rig (and in accordance with Noble policies and procedures). Ensure that all personnel are familiar with all company safety policies and procedures as established in Noble's Management System, and that they have been informed and are familiar with the safety precautions, procedures, and drills established by Noble and/or the client.
  • Ensure that every crew member has received appropriate training pursuant to Noble's Management System necessary to ensure compliance with environmental prevention requirements and that the proper records of all training on environmental matters are maintained.
  • Ensure compliance with regulatory requirements for environmental protection. Ensure that every crew member has received appropriate environmental training pursuant to company policy to ensure compliance with all applicable environmental regulations, Environmental Management System and other maritime pollution prevention requirements and that the proper records of all training on environmental matters are maintained.
  • Ensure that new arrivals receive a full safety briefing and induction on the rig to include physically showing them the location of their lifeboat and fire/emergency station and the emergency exits to follow during fires/emergencies.
  • Maintain safety and security of the ship's crew and passengers and the operational condition of the life saving fire-fighting and other safety systems. Lead the ship's firefighting and damage control response from the deck level. Train and instruct members of the firefighting party.
  • Assist in training crew members in the firefighting, safety and deck operations.
  • Assist the DPOs, Chief Mates and/or Master during emergency situations and emergency protection responses as designated on the Station Bill.
  • Ensure that the vessel has the required quantity and quality of safety equipment on board at all times.
  • Ensure specific HSE equipment on the rig is correctly maintained (as directed by the regional HSE department and the SAP Program).
  • Act as the rig based Documentation Control point to coordinate and oversee maintenance and revisions to all rig based documentation.
  • Conduct various documentation duties including (but not limited to) compilation of Monthly HSE statistics.
  • Provide oversight and tracking of the rig based corrective action log. Flag overdue action items as appropriate.
  • Produce periodic trend analysis based on information received from STOP cards, exercising of Stop Work Authority (SWA), Unplanned Events; Management By Walk Arounds, etc. Communicate trends in reference to the “three buckets”.
  • Act as the rig focal point and knowledge specialist for all HSE related regulatory compliance issues and certification requirements.
  • Act as the medical focal point in the advent that the rig medic is required to leave the rig.
  • Spend approximately 50% of the work day outside on the rig.
  • Carry out the Noble Leadership Model by Developing Yourself, Leading Your Team, Driving the Business, and Delivering Results.
HEALTH, SAFETY & ENVIRONMENTAL
  • Implement and uphold Noble's safety policies and procedures.
  • Ensure that all operations proceed in a safe manner. Correct and notify responsible parties of any unsafe acts and/or conditions which exist.
  • Encourage and motivate personnel to observe safety and environmental policies and all intended and implied requirements of Noble's Management System.
  • Responsible for familiarizing and adhering to Noble's Live Safe Code for the purpose of promoting a zero-incident and no-harm workplace.
  • Responsible for familiarizing and utilizing Noble's Hazard Identification Tool to manage risk created by various energy sources found in the workplace.
  • Attend and actively participate in daily pre-tour and weekly safety meetings.
  • Ensure compliance with the requirements established in Noble's Management System.
  • Initiate a safety stand down whenever an unplanned hazard or change in the expected results is observed.
  • Perform all Safety Critical Tasks as detailed in the HSE Case.
  • Incorporate the STOP the job planning process into all tasks, whether working alone or as part of a team.
  • Take the initiative to perform emergency duties without specific orders or instruction.
  • Develop and implement Job Safety Analysis and prepare hazard assessments as required.
  • Assist in the audit process to ensure complete compliance with the various requirements, policies and procedures addressed in Noble's Management System.
  • Responsible for compliance with all government regulations.
