Responsibilities

The Federal Aviation Administration (FAA) Voice Switch and Recorder (VS&R) Program Office manages seven different programs that provide critical voice communications and legal recording systems that enable critical, high availability Air Traffic Control (ATC) services within the FAA’s National Airspace System (NAS). The VS&R Program Office is responsible for acquisition, full system life cycle management of operational ATC Voice Communications Systems (VCSs), which includes development of requirements, procurement, verification, validation, testing, implementation, deployment, and sustainment of ATC voice communications systems. The VS&R Program Office manages the sustainment of existing, Legacy voice equipment currently fielded in the NAS, the development of new system requirements, and the acquisition of modern equipment and capabilities.

 

The Business/Program Lead will assist the FAA Program Manager (PM) and Contracting Officer Representatives (CORs) formulate budgets, plan funding for FAA Facilities and Equipment (F&E) programs, work with the FAA Leads, CORs and Program Analysts to track financial and investment activities for the FAA Voice Switch & Recorder (VS&R) Program Office (AJM-315).

 

Duties Include:

  • Capture Facilities and Equipment (F&E) financial changes to Capital Investment Plan (CIP) numbers. If necessary, adjust Prior Year (PY), Current Year (CY), and Budget Year (BY) numbers using the Capital Planning Investment Control (CPIC) teams’ Corporate Investment Management System (CIMS) tool.
  • Update National Airspace System (NAS) IT Major and Non-Major Programs in master databases to reflect adjusted projected budgets via CIP documents.
  • Use summation formulae to ensure IT Spend Plan totals match F&E budget proposals and related Congressional funding.
  • Ensure Development, Modernization, and Enhancement (DME/F&E Dollars) information entered in CIMS aligns with CIP Financial Baseline documents as updated throughout the annual budget cycle.
  • Assist the Capital Planning Investment Control (CPIC) team in submitting budget data information from the program offices’ information technology investment portfolios, using required formats in accordance with the Fiscal Year IT Budget Capital Planning Guidance.
  • Develop and submit budgets for Office of Management and Budget (OMB) using CIMS to highlight the purpose, scope, roles, and responsibilities regarding the Budget IT Portfolio Management Submission process.
  • Develop, Manage, and Maintain electronic document and records management system(s) to track budget data for Procurement Requests (PRs) with expiring funds for Facility and Equipment (F&E).
  • Meet regularly with government management, contractors, and other stakeholders regarding annual budget formulation for VS&R programs.

Required Qualifications

The candidate must possess a bachelor’s degree in business, or a related field plus 11 years of relevant experience.

 

The candidate must possess the following knowledge, skills, and abilities:

  • Proficiency in Microsoft Office applications and financial software applications
  • Strong analytical, writing, presentation, verbal communication, and interpersonal skills with the ability to effectively communicate with diverse audiences.
  • Exceptional attention to detail, well organized, and the ability to self-prioritize multiple activities.
  • Demonstrated ability to operate independently.
  • Ability to effectively initiate action, collaborate with others, and drive action items to resolution.
  • Experience with budgeting and federal appropriation laws.
  • Excellent customer relationship management and negotiation skills.
  • Experience providing guidance, feedback, and consulting services to federal program managers.
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.

  • Knowledge of the Federal Aviation Administration (FAA)
  • Knowledge of the FAA National Airspace System (NAS)
  • Knowledge of FAA Acquisition Management System (AMS)
  • Experience with FAA Budget planning, appropriations and business operations.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

Posted Salary Range

USD $84,700.00 - USD $132,325.00 /Yr.
