Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

Job Responsibilities
- Execute procurements for Noblis infrastructure and that of our subsidiaries with oversight from Procurement Manager.
- Purchase goods (materials, supplies, software licenses and equipment) and services.
- Manage procurement requirements for assigned programs through all acquisition phases while ensuring compliance with internal Noblis policies, processes, and procedures for indirect procurement. This includes, but is not limited to, preparation of RFP/RFQ packages, analysis and evaluation of proposals, selection of vendors, drafting and negotiation of purchasing terms, and ongoing purchase order and vendor administration.
- Perform due diligence on prospective and existing vendors.
- Work with accounting to solve invoice issues in a timely manner
- Manage vendor performance in coordination with project managers and end users. Monitor existing orders to ensure on time deliveries. Communicate with vendors regarding delivery schedules, quality issues, and cost concerns.
- Communicate supply chain information to other departments and management.
- Identify opportunities for process improvement within the procurement area and implement industry best practices.
- Ensure compliance with internal small business requirements.
- Support and assist with department-wide systems or process initiatives.
- Analyze spend data to identify cost-saving opportunities and potential areas for consolidation.
- Develop and implement procurement strategies aligned with business objectives.
- Negotiate contracts with suppliers, including pricing, payment terms, and performance metrics.
- Communicate effectively with cross-functional teams regarding procurement activities and updates

- Engage in cost savings/avoidance activities
Required Qualifications
- Master's degree with 1 year of related experience; OR Bachelor's degree with 3 years of related experience; OR Associate degree with 6 years of related experience; OR high school/GED degree with 9 years of related experience.
- Must have experience in Procurement or Supply Chain.
- Experience in strategic sourcing or category management
- Knowledge of ERP systems and procurement tools (Deltek, Cobblestone, or similar).
- US Citizenship is required.
- Certification in Supply Chain or Procurement a plus (willingness to obtain)
- Experience in Indirect Procurement a plus (Facilities, OH, IT, HR, lab)
- Excellent communications skills, both written and verbal.
- Excellent organizational skills.
- Must possess critical thinking and problem-solving skills
- Must be a team player, ready to lean in and raise a hand
- Must be detail-oriented and have solid decision-making skills
- Must be a self-starter and meet deadlines independently.
