What are the responsibilities and job description for the System Engineer position at Noblis?
Responsibilities
Provide overall support to the FAA SWIM Common Support Services-Flight Data and SWIM Segment 3 lead.
Provide input to requirements, architecture, and design.
Provide Subject Matter Expertise to other existing and emerging programs within the FAA and with ICAO initiatives such as Flight & Flow Information for a Collaborative Environment (FF-ICE).
Perform quantitative analysis of flight data and review procedural implementations and performance issues around flight and flow data distribution and flight plan filing via SWIM and its interfaces to other programs.
Review and develop documentation to include: requirements documents, interface description documents, training material, technical instruction material, implementation and maintenance plans, FIXM enhanced Flight Plan (eFPL), and others as needed.
Provide technical input in order to keep technical information/guides/SOPS up to date. Determine and document plans for producer integration.
Hold and document regular meetings for various projects. Convey requirements for, and assist with entering and tracking orders for infrastructure services and resources.
Support modeling and simulation functions or safety operations in areas such as exercises, plans, coordination, demonstrations, and instruction in FAA aviation/transportation security, or other agencies.
Required Qualifications
Bachelors degree in Engineering, Computer Science, or related field and 6 years of related work experience with sustained excellent performance.
Strong communication capabilities, both verbal and written, for communication with clients, user communities, other organizations
Strong analytical skills
Desired Qualifications
Technical background working either as a systems engineer or a software developer/engineer Experience working with APIs
Knowledge of information exchange standards in the aviation domain such as AIXM, FIXM, WXXM, MMIXM
Knowledge of the FAA JRC process
Experience deploying in a cloud environment such as AWS
Experience and strong understanding of the FAA SWIM system and related systems
Experience providing engineering support to FAA Mission Support and or NAS programs
Experience with requirements definition
Demonstrated cross-functional team collaboration and program management skills
Demonstrated technical writing and presentation skills
Knowledge and experience with system-to-system messaging protocols such as HTTP, Java Messaging Service (JMS), Solace, or AMQP.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
