GENERAL STATEMENT OF RESPONSIBILITIES: The Director of Student Services serves as the
leader, manager, and supervisor of the Student Services department at Norfolk County Agricultural High
School, subject to the supervision and direction of the Superintendent. Under the direction of the
Superintendent, this individual ensures compliance with state and federal regulations, oversees program
development, and provides strategic leadership in special education services. The Director of Student
Services is a member of the administrative team and collaborates on various school-wide initiatives.
Responsibilities include but are not limited to:
● Oversee and administer all aspects of special education in compliance with Chapter 766 and
applicable state and federal laws.
● Supervises the implementation of 504 services to maintain compliance with the Americans with
Disabilities Act; In conjunction with building administration and general education staff to
monitor at risk students.
● Collaborate with special education staff to develop long-term plans and inclusive instructional
strategies based on student needs.
● Supervise the implementation of instructional and related services for students with disabilities.
● Stay current with legal requirements governing special education and provide updates to
administrative and teaching staff.
● Coordinate and ensure compliance with all DESE-mandated program reports, including the
Tiered Focused Monitoring program evaluation.
● Serve as the primary point of contact for parents regarding evaluation, placement, and educational
programming for their children.
● Develop and manage the special education budget.
● Facilitate and coordinate the Special Education Parent Advisory Council (SEPAC), provide
annual training to parents, and develop outreach initiatives.
● Secure necessary specialists, tutors, and clinicians required for IEP implementation.
● Monitor staff caseloads and student progress, providing periodic evaluations of special education
programs.
● Oversee and ensure compliance with all three-year and initial evaluations.
● Provide professional development for both general education and special education staff.
● Work with the Superintendent-Director and Business Manager to liaise with sending districts regarding tuition and cost-sharing responsibilities.
● Maintain accurate records of in county and out-of-county special education students for billing
purposes.
● Manage and coordinate all required IEP Team meetings, act as Chairperson when necessary, and
ensure compliance with all timelines.
● Monitor caseloads of school adjustment counselors.
● Ensure compliance with IEP progress reporting, review progress reports, and oversee goal
monitoring.
● Apply for and oversee the implementation of appropriate grants.
● Supervise and coordinate home hospital tutoring services.
● Manage out-of-district placement referrals, Chapter 688 referrals, and other agency-related
referrals as needed.
● Administer accommodations and compliance for special education students taking MCAS,
working with testing coordinators to ensure appropriate support.
● Collaborate with the technology department to ensure proper PowerSchool and Special Programs
notification regarding IEPs and maintain compliance documentation.
● Coordinate all English Language Learner (ELL) services and oversee the OLA review process.
● Coordinate Title I services.
● Plan and implement summer transition programs for special education students as needed.
● Participate in the recruitment, screening, hiring, training, and evaluation of special education
staff.
● Approve and oversee professional development for all special education personnel.
● Conduct regular meetings with special education staff throughout the academic year.
● Supervise and evaluate special education staff in accordance with the collective bargaining
agreement and support additional staff evaluations as needed.
● Assist in developing and implementing Educational Proficiency Plans (EPPs) as needed.
● Oversee the transition of incoming students with IEPs and coordinate transition meetings.
● Monitor and assess the effectiveness of special education services.
● Assist with required state and federal testing; manage accommodations for special education
students for MCAS; provide information to MCAS supervisors; and assist in planning testing
rooms and proctors.
● Participate in grant writing, reporting, and state evaluations.
● Engage in Open House events alongside counselors and admissions staff.
● Work with the Assistant Principals to ensure compliance with teaching staff.
● Perform other duties as assigned by the Superintendent-Director or Principal.
● In cooperation with the Superintendent, Principal and Business Manager propose an annual student services.
