The Fiscal Specialist serves a key support role for the financial and procurement operations of Norfolk County by providing the necessary data for sound business decisions, strategic planning, and initiatives. Reporting to the Chief Procurement Officer, the Fiscal Specialist ensures that administrative, financial, and operational systems and controls are properly maintained. The Fiscal Specialist assists the team with matters related to budgets, reporting, procurement, travel, and expenses while contributing to the effectiveness and successful daily operations.
Performs administrative and accounting functions on-site to ensure proper and professional daily administration and operations: preparing various reports weekly, and monthly as required or directed; assisting in the preparation of monthly reconciliations; verifying the validity of all open purchase orders with the department and at fiscal year’s end and to make appropriate adjustments as necessary; assist in handling normal office activities in the department including maintaining all computer and manual files and records in a coordinated system providing updates and follow-up as necessary.
Establishes and maintains Purchasing Department vendor and contractor files; assigning a number to entities, filing relevant documents to specific files, ensuring files are complete and updated, producing W-9 forms in accordance with IRS regulations, and verifying outstanding purchase order lists monthly or as directed.
Keep supervisor informed of any issues or problems with department systems, operations, or business, taking appropriate action as directed. Inform supervisor of any new, more efficient, and/or more appropriate methods, systems, equipment, or other improvement suggestions for the department's operations.
Performs administrative, organizational, or support projects and other similar or related duties as requested, or as the situation dictates, and as a member of the Norfolk County Procurement department the effort to provide effective, efficient, responsible customer service.
The Fiscal Specialist will be responsible for managing and processing all County warrants, purchase orders, and expense reimbursements, tracking, reporting, and reconciliations, and assisting with budgeting activities. The position works to support all the departments within Norfolk County. Norfolk County Procurement policies and procedures must be understood and interpreted.
Purchase Requisition approval when required for efficient business operations. This redundant role for Purchasing shall not collide with internal controls but rather compliment the need, as it arises, to allow for the process to proceed with checks and balances.
Bachelor’s Degree includes courses in accounting, math, finance, business, and/or computer systems with at least two years of accounting/bookkeeping/computer systems experience or an equivalent combination of education and experience. Experience in a municipal purchasing department is desirable.
