Primary Purpose:
The Superintendent of CTCO is responsible for the safe, efficient, on-time and economical operation of the Chicago Terminal operating environment, working closely with other Class I peers stationed in a specialized joint-control location in the Chicago area.
Principal Duties:
The Chicago Terminal Coordination Office (CTCO) is an office managed and supervised by representatives from each of the Class I's for the expressed purpose of, among other things, to address and facilitate fluid and efficient operations through the greater Chicago terminal area. The Superintendent of CTCO must have strong and effective leadership, presentation and negotiating skills, due to working with high level commercial and political persons on a large and broad range of subjects and continuing issues. The incumbent works closely and communicates with NS' Chicago Terminal and the Dearborn and Lake Divisions, as well as NS' Control Center on all issues of operations. This position also works and plans closely with Engineering to ensure optimal work windows with minimal train traffic interruptions. Coordination of Engineering work among the Class I railroads is also important. This position requires extensive knowledge of safety and operating rules, train operations, terminal operations, FRA regulations, HazMat procedures, corporate policies, labor agreements and rules among all Chicago operating railroads. The incumbent works closely with NS Service Design to optimize interchange between railroads, blocking, and identification of other efficiencies in traffic movement. Incumbent also works with other NS departments to resolve, record, and prepare reports of NS compliance with city requests. The position works with Engineering, Government Affairs, Real Estate, Capital Accounting, among others, to manage ongoing projects to successful conclusion while protecting the franchise interests of NS. The Superintendent of CTCO must establish and maintain good working relationships with peer representatives in the greater Chicago Terminal Switching District, including, but not limited to, Class I railroad officers, shortline railroads, Chicago's belt railroads, the BRC and IHB, METRA commuter railroads, AMTRAK, and railroad customers, in order to ensure transfers, switching, train movements and classifications are fluid and efficient. Additionally, the incumbent coordinates with multiple departments for public/private funding projects like CREATE and its multitude of components. The incumbent is the primary NS representative for the City of Chicago, and will meet and interact with city aldermen on any issues, complaints, ongoing capital projects within city wards, as well as address citizen and governmental complaints.
