Started as a grass roots movement, Regional Centers were originally established to assist persons with intellectual disabilities — and their families — in identifying and developing services and programs within their communities that help them lead more independent lives. Each a non-profit, community-based organization, Regional Centers were established in 1965 under legislation sponsored by Assemblyman Frank Lanterman. The Lanterman Act became effective in 1969 and later expanded the populations served to include persons with intellectual disabilities, cerebral palsy, epilepsy, autism, and other disabling conditions requiring services similar to individuals diagnosed with intellectual disabilities. In 1972, NBRC was incorporated to serve Napa, Sonoma and Solano counties.

Definition
Under the direction of the Quality Assurance Supervisor , the Quality Assurance Monitor (QAM) – Person Centered Liaison works as part of the Quality Assurance Team and is responsible for assessing, supporting, and evaluating the regional center’s vendor service providers to ensure compliance with Home and Community Based Services (HCBS) Final Rule which at the core requires utilization of person-centered services. The QAM – Person Centered Liaison may investigate and if necessary, follow-up; development of corrective action plans, technical assistance plans, vendor and staff training, analysis of special incident reports and implementation of NBRC’s Quality Assurance Plan.
Nature of Work
The majority of duties are performed in the office and out in the community. The QAM – Person Centered Liaison must have reliable transportation and be able to independently and regularly travel locally and out-of-town. This position requires travel throughout NBRC’s 3-county service area. The ability to read, write and comprehend large amounts of written material, use the telephone, and communicate via electronic mail is required on a daily basis. Excellent oral and written skills are essential, including the ability to clearly and firmly convey agency standards and policies; good teaching / training skills; ability to relate with persons of varying socioeconomic and educational levels; good problem-solving skills and ability to remain calm in situations of conflict.
Examples of Work
The Quality Assurance Monitor – Person Centered Liaison is responsible for consultation, evaluation and monitoring of support services which includes all services which must maintain compliance with the HCBS Final Rule, which at the core requires utilization of person-centered services. Responsibilities include provider training, review of program designs, facility, and program reviews, and follow up on investigations of alleged program problems.
Minimum Education and Experience
Completion of a Master's Degree in education, public administration, social work or a related field. Two years’ experience after graduation in the field of developmental disabilities including some experience in the area of program evaluation and monitoring.
Two years’ experience in a position at a Regional Center involved with program evaluation and monitoring.
A Bachelor’s Degree in a related field and four years’ experience in the above areas may substitute for a Master's Degree. Minimum education requirement may not be waived.
Minimum qualifications may be waived depending on the agency need for specialized skills (such as language abilities).
Special Requirements
- Bilingual Spanish / English speaking preferred.
- Ability to provide personal automobile transportation, or access to another form of reliable transportation, during and after working hours. Provide minimum automobile liability insurance as required by California Law.
- This position will be primarily based in the office however; a hybrid remote work schedule may also be available.
- Flexibility in work hours is required to meet the needs of the regional center constituency.
This position may require regular travel within Sonoma, Napa and Solano Counties and may work outside of normal business hours.
A note regarding NBRC’s expectations regarding remote, hybrid, and home-based work…
All employment at NBRC requires face-to-face, in-person interactions with NBRC clients, family members, community, and co-workers. Candidates for employment must live within commute distance to their preferred NBRC office, as well as the geographical location of their assigned clients. While 100% remote work is not available to NBRC employees, a hybrid work arrangement with a blend of in-office and home-based work may be available for new employees after successfully demonstrating achievement of performance expectations following at least 3 months of in-office work.
