The North Carolina Association of County Commissioners (NCACC) is seeking a  Director of Advocacy & Policy . The director will lead a team of lobbyists and other policy staff responsible for coordinating advocacy efforts and policy initiatives to implement legislative goals adopted by membership and to protect the core values and guiding principles of the Association. The ideal candidate will have a deep knowledge of the political landscape at the North Carolina General Assembly, an expert understanding of the legislative process, and the ability to distill complex information to a broad audience. This position will be based in Raleigh with the option to occasionally work remotely.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Leads strategic direction and implementation of the Association’s advocacy efforts for execution of legislative goals as adopted by membership.
  • Hires, trains, and leads a staff of registered lobbyists and other team members who advocate on behalf of counties, monitor legislation, and organize and execute member facing events.
  • Manages policy staff who oversee data collection, analysis and report creation to advance policy and advocacy efforts.
  • Leads efforts to develop and execute grassroots plan to engage NCACC membership in legislative advocacy.
  • Represents, negotiates, and advances county interests; develops and organizes legislative strategies; monitors and analyzes emerging legislative issues; performs duties of a registered lobbyist with North Carolina General Assembly.
  • Counsels and advises members and state leaders on impacts of legislation; monitors and advises legislative commissions.
  • Analyzes emerging issues and impacts on county governments.
  • Analyzes legal, procedural and policy impacts of state legislation and administrative rules.
  • Provides leadership and assistance for various committees; represents, negotiates, and advances position on state boards.
  • Educates members on county-specific legislative issues and serves as a liaison between state agencies and members.
  • Provides detailed presentations on state and legislative actions; keeps groups informed on issues of interest. Produces briefs and other educational material on legislative issues that impact counties. Conducts educational sessions and lectures for Association meetings.
  • Oversees team for advocacy and education engagements, including steering committees, legislative goals conference and district meetings, County Advocacy Day, and other advocacy focused events.
  • Perform other duties as assigned.

Qualifications

Education / Experience :

Bachelor’s Degree in Political Science or Public Policy with at least five years of experience working at the North Carolina Legislature or involved with state level North Carolina political environment. Management experience is necessary, as well as at least ten years of professional experience in lobbying, policy and advocacy, government relations, or similar. Master’s degree in public administration or public policy preferred.

Certificates and Licenses :

NC State Driver’s License, Register as NC Lobbyist

Knowledge, Skills, Abilities :

Thorough knowledge of the principles, practices and techniques of public, government or business administration; thorough knowledge of Association objectives, procedures and organization; ability to devise detailed procedures and methodology; general knowledge of modern office practices, procedures and equipment; ability to plan, organize and direct the work of others; ability to communicate ideas effectively, both orally and in writing; ability to prepare records and reports; ability to establish and maintain effective working relationships with officials, associates and the general public.

Miscellaneous

This role will be based at the NCACC office in Raleigh with the option to occasionally work remotely. Frequent travel is required. Typical work hours are 8 a.m. to 5 p.m., Monday through Friday.
