Description of Work
The Human Services Program Manager III position is located in Troy, NC and reports to the Assistant Director of Behavioral Health for the South Central Region. The Human Services Program Manager III (HSPM III) has responsibilities to cover the following facilities: Albemarle Correctional Institution, Brown, Creek, Richmond Correctional Institution, and Southern Correctional Institution.
The Human Services Program Manager III (HSPM III) maintains responsibility for the overall coordination, program management and supervision of a comprehensive behavioral health program. Work involves research, design, and implementation of best practices in behavioral health as well as the formulation and evaluation of plans, programs, and systems for providing direct psychological services to offenders with a range of emotional and behavioral issues, including severe and persistent mental health issues and personality disorders.
The Human Services Program Manager III is expected to provide direct psychological services at a high level of clinical and technical expertise. They serve as program experts in independently performing advanced testing, assessment, and treatment of complex behavioral, emotional, and learning disorders. This position provides clinical supervision of licensed psychological associates and unlicensed staff as required by the NC Psychology Board. The HSPM III also coordinates and provides training for professional staff to ensure quality and effectiveness of services and to enhance the therapeutic and consultative skills of the professional staff. Additional duties include assisting in the recruitment and selection of psychologists and other Behavioral Health staff.
This position is expected to work effectively with each facility’s multidisciplinary team comprised of administrative, programs, educational, medical, and custody personnel. Internal annual program reviews, facilitation of external audits, and participation in quality assurance projects are additional key elements of this position. The HSPM III is also responsible for overseeing Suicide Prevention initiatives.
Approximately 50 percent of the work is administrative and supervisory in nature.
This is a full-time position (40 hours per week) with State Benefits.

Documented knowledge of program area including the delivery systems
Demonstrated skills in leadership, planning, communication and management
Minimum Education and Experience Requirements
Master's degree in an area specific to the program from an appropriately accredited institution and five years of experience in the area of assignment, including three years in a supervisory or consultative capacity;
or
Bachelor's degree in an area specific to the program from an appropriately accredited institution and seven years of experience in the area of assignment, including three years in a supervisory or consultative capacity; or an equivalent combination of education and experience.
