Start your journey towards success! DPS Juvenile Justice is currently accepting applications for a Business Officer.

The Clinical Services and Programs ensures appropriate clinical treatment and youth development interventions for youths served in juvenile justice facilities and programs. Clinical treatment/programming includes medical, psychiatric, dental, psychological, substance abuse, recreational, spiritual and case management service

The primary purpose of the Business Officer position is to administer and manage the business and financial affairs of Clinical Services operations across the Division (statewide). Position facilitates and manages financial resources that may be state appropriated, contract and grant, and / or receipt generated. Position performs financial and business-related duties associated with such areas as accounting, budgeting, auditing, and / or grants / contract administration. The Business Officer will directly supervise the Business Services Coordinator and Temporary Staff. Other duties for this position include:

  • Provide oversight of the Procurement Card (P Card) administration process for Clinical Services staff.
  • Oversee administration of Budget Travel and Reimbursement Authorizations and Motor Fleet Vehicle Maintenance.
  • Asset Management
  • Oversee and manage the current operating budget for Medical and Behavioral Health.
  • Responsible for development and approving of completed clinical treatment contracts. Ensure contracts are in compliance with State and Federal guidelines.
  • Manage the status of purchase orders; request / receive and approve / disapprove purchase request through E Procurement
  • A udit invoices for accuracy in service or product delivery

Work Schedule:

This is a full-time position. Monday- Friday 8am-5pm

To qualify for this position, applicants must demonstrate ALL of the following KSAs:

  • Experience managing business functions for a department unit and/or organization.
  • Experience with contract administration
  • Experience with managing budgets
  • Experience conducting financial management responsibilities in an organization primarily funded by consistent funding sources.

Management Preference: These skills are not required but managers may choose to interview/select applicants who demonstrate Management Preferences.

  • Experience with IBIS, NCAS/NCFS, and/or E-Procurement
  • Knowledge of North Carolina human resources practices.

Bachelor’s degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and two years of progressive related experience, one year of which should be in a supervisory role

or

an equivalent combination of education and experience
