We are looking for a driven and experienced Strategic Management professional to join our team and contribute to our organization's success.

W e value our employees and are committed to providing flexibility in work schedules. This position qualifies for teleworking on a part-time basis as part of the State Telework Program.

This Deputy HR Director of Strategic Management position supervises and directs the newly organized Strategic Management Unit and ensures that all employees have the information, resources, skills, and support that they need to carry out their assigned work. This role plays a vital role in improving overall effectiveness and long-term results by aligning workforce capabilities with the agency's mission, vision, and values.

This position's primary duties are:

  • Providing strategic direction and oversight for organizational effectiveness, classification, performance management, training, and HR communications and engagement
  • Maintaining involvement as needed in the work of talent development and recruitment and retention
  • Ensuring that all HR initiatives are created and executed to enable the workforce, enhance engagement, and create a high-performance organization
  • Using strategic communication to ensure employees are knowledgeable about organizational goals and their impact on meeting these goals
  • Establishing a permanent organizational structure through designing jobs and organizing employees, including developing and ensuring the existence of succession plans
  • Managing direct reports, including work providing expectations and standards, professional development, training, coaching, counseling, motivation and feedback
  • Participating in developing human resources strategies and problem solving techniques for complex, precedent-setting issues
  • Working with Office of State Human Resources, Office of the State Controller, Office of State Budget and Management, and other agencies involved in human resources actions
  • Serving on committees addressing statewide HR issues, policies, and procedures
  • Developing and implementing internal and Departmental policies and procedures related to human resources
  • Monitoring human resources trends to identify new initiatives, programs, and changes in emphasis
  • Establishing project teams to accomplish objectives, including urgent needs, and identifying funding and resources
  • Identifying metrics, establishing targets, and measuring progress to meet operational goals
  • Projecting, monitoring, and tracking expenditures and resources needed to ensure operational goals are met

  • Supervise and manage the work of others
  • Resolve complex human resources issues

About the Human Resources Office:

The Human Resources Office provides comprehensive human resource services to DPS employees in the areas of policy administration, employee relations, training / staff development, organizational development, records management, performance management, classification / compensation, workforce planning and development, operational support and other programs.

To qualify for this position, applicants must demonstrate ALL of the following KSAs :

  • Experience developing strategic plans to address at least two of the following: organizational effectiveness, classification and compensation, performance management, workforce planning, HR communications, and/or employee engagement
  • Experience providing guidance to address novel and/or complex human resources issues
  • Experience using data / reporting tools to identify workforce issues and recommend solutions
  • Demonstrated experience using business technology applications (i.e. Video / Web Conferencing, Microsoft Office Suite)

Management Preferences (Optional) : These skills are not required but managers may choose to interview/select applicants who demonstrate Management Preferences.

  • Experience working in governmental HR operations
  • Experience with HR-related systems used by the State of NC, such as the Integrated HR Payroll System, NEOGOV, W orkday , Cornerstone, or People Admin, to include accessing information and running reports

Minimum Education And Experience Requirements

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and at least 5 years of experience in human resources, including 3 years of experience in an HR leadership position;

or equivalent combination or education and experience.
