DEQ has an open opportunity for a Environmental Program Consultant.
This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.
This position will work in the areas of air quality mobile source compliance and grant administration. It requires strong computer skills, excellent customer relation skills, independent judgment, decision-making ability, and adaptability to policy and regulatory changes.
Key Responsibilities:
- Administer the Mobile Source Emissions Reduction Grant Program. This includes drafting requests for proposals, providing program outreach presentations, evaluating sub-applications, contracting, reviewing invoices, performing site visits, approving reimbursement claims, and meeting reporting requirements.
- Review transportation conformity analyses to ensure that the Plans meet the intents of the State Implementation Plan.
- Participate in the Congestion Mitigation Air Quality (CMAQ) application interagency review process with NC DOT by reviewing CMAQ applications by the end of the review period and making recommendations to NC DOT and Triangle Transportation Choices (TTC) Oversight Committee by reviewing grant request for proposals, applicant work plans, staying abreast of the TTC partners activities, attending meetings, training opportunities, and conference calls.
- Writes technical reports, general correspondence, support letters, and other technical documents, and serves as an advisor to air quality staff, industry representatives, state and federal agencies, and the general public on issues related to air quality and mobile source compliance. Requires effective communication, both verbally and in written form, of technical information.
- This position requires a valid North Carolina Driver’s license or the ability to obtain a valid North Carolina Driver’s license within ninety days of appointment. A Real ID may be needed for flying to meetings or training events and for accessing the United States Environmental Protection Agency when needed.

- Documented experience reviewing, analyzing, manipulating, and/or evaluating information/data.
- Documented experience communicating information in verbal, written and/or digital formats to a variety of audiences.
Minimum Education and Experience Requirements
Master's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and three years of experience related to the area of assignment; or an equivalent combination of education and experience.
