Description of Work

This position is to oversee the implementation of the administrator certification and approval programs for adult care home administrators and the N.C. Star Rated Certificate Program in accordance with applicable statutes (G.S. 90-288, G.S. 131D-10) and rules. This position also oversees the review and approval of administrator-in-training programs, and the registration and renewal of Multi-Unit Assisted Housing with Services (MUAHS) facilities.

Primary responsibilities of the position include:


  • Focus on developing and implementing policies and procedures to carry out the programs.
  • Ensuring applications, certificates and renewals are processed and issued timely, accurately, and in accordance with procedures and regulations.
  • Maintaining Section databases.
  • Gathering and analyzing data.
  • Performing quality assurance and program evaluation.
  • Generating mandated and ad hoc reports for Section management.
  • Making compliance decisions and forwarding recommendations for adverse action to the Section Chief.
  • Making recommendations and drafting policies and rules to improve program compliance.
  • Responding to provider and public inquiries about the programs.
  • Supervision of two Administrative Specialist I positions.

About the Division of Health Service Regulation and the Adult Care Licensure Section
The Division of Health Service Regulation (DHSR) provides for the health, safety and well-being of individuals through effective regulatory and remedial activities including appropriate consultation and training opportunities and by improving access to health care delivery systems through the rational allocation of needed facilities and services.
The Adult Care Licensure Section assures that the mandated standards of care are provided for the health, safety, and well-being of North Carolina’s citizens receiving services in adult care homes. The primary function of this Section is to license, regulate and provide technical assistance to adult care homes enhanced by the development of appropriate rules and provision of training and consultation to homes and county Department of Social Services staff.

Knowledge, Skills and Abilities / Competencies

Qualified candidates must document on the application that they possess all of the following:


  • Experience interpreting and applying rules, regulations, and/or policies to different situations and regulated facilities to determine compliance.
  • Strong organizational, investigative, and analytical skills and the ability to make objective decisions while functioning independently.
  • Strong written and oral communication skills and the ability to document clearly and concisely in a technical report.
  • Demonstrated intermediate computer skills (use of Microsoft Office products).
  • Must possess and maintain a valid driver’s license and can drive a vehicle for occasional statewide travel as assigned.
Management prefers:
  • Experience supervising and directing the work of others, including performance management and coaching.
  • 3-5 years of experience inspecting assisted living facilities in North Carolina.
  • Experience in management of an assisted living facility in North Carolina.

PHYSICAL REQUIREMENTS:
  • Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull otherwise move objects.
  • Close visual acuity to perform an activity such as: preparing and analyzing data and figures, transcribing; viewing a computer; extensive reading.

Minimum Education and Experience Requirements

Bachelor’s degree, preferably in a health or human service related field from an appropriately accredited institution and four years’ experience in surveying, clinical and/or administration of a program in a related health field; or an equivalent combination of education and experience; or Master’s degree in a health or human services related field from an appropriately accredited institution and two years’ experience in surveying, clinical and/or administration of a program in a related health field.
