Description of Work
DHHS has established a new Division of Child and Family Well- Being that focuses on supporting whole child and family health and well-being for North Carolinians. This division works to ensure that North Carolina’s children grow up safe, healthy and thriving in nurturing and resilient families and communities. It will bring together complementary programs from the Divisions of Public Health, Mental Health, and Social Services to maximize services and outcomes for children and their families, including nutrition programs (SNAP, WIC and Child and Adult Care Food Program), health and prevention services for children and youth, children’s behavioral health services, and early intervention programs. This position has transferred to the Division of Child and Family Well-Being this calendar year.
Purpose:
The primary purpose of this position is to conduct undercover compliance buy investigations to determine whether abuse of the food delivery system occurs among the over 1,700 WIC vendors statewide. Per federal WIC regulations, state WIC agencies must complete compliance investigations on 5% of their active vendors on an annual basis. A compliance buy investigation is one type of compliance investigation that can be utilized to satisfy the federal requirement. This position is responsible for completing a large number of compliance buy investigations on high-risk vendors per year. Each investigation involves two to three buys per vendor. This position requires extensive travel and overnight stays throughout the State of North Carolina.
Knowledge, Skills and Abilities / Competencies
- knowledge of public health policies, program administration, and WIC federal and state regulations in addition to the ability to analyze data, problem solve, and document outcomes.
- Ability to explain and apply rules and regulations pertaining to WIC compliance investigations and to organize and manage time in a setting with constant change
- Ability to communicate effectively, both orally and in writing.
- Ability to have attention to detail.
- Knowledge of investigative techniques, keen observational skills, and the ability to avoid dangerous situations during undercover buys
- Strong writing skills and the ability to testify in court clearly and accurately in an adversarial environment.
Minimum Education and Experience Requirements
Bachelor s degree from an appropriately accredited institution and three (3) years of experience in the program related to the area of assignment; or an equivalent combination of education and experience.
