Salary Recruitment Range: $54,197 - $85,000
Salary Grade: NC16
This position currently qualifies for a hybrid telework option with routine office and remote workday. The NC Department of Insurance trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

Primary Purpose of the Position:
This position is responsible for ensuring that all divisions budgets are properly certified and revised to ensure that budget integrity is maintained by line-item alignment according to legislative intent. Ensures budgets are expended properly to accomplish program objectives and that budget guidelines are always adhered to. This position works with divisions regarding budget revision, salary reserves, lapsed salaries, funding options, etc., and advises management of alternative strategies to accomplish desired objectives. This position prepares and reconciles budgets, expenditures, and required reporting associated with federal and state funding.
This position will be familiar with the state's accounting and budget systems, including IBIS, IHRPS, E-Procurement, and the new statewide FBR NCFS. Experience with Microsoft Office Suite is needed, along with professional technical knowledge and analytical skills to ensure that agency program goals and outcomes are supported. The position will perform special projects as assigned by DOI management.
Key Responsibilities:
Examining budgets and expenditures for compliance with applicable state budget rules, legislative intent, and federal and state laws.
Providing consultation, technical assistance, and coordination in the preparation and execution of the continuation, operating, and expansion budgets.
Ensuring that all division budgets are properly certified and revised to ensure that budget integrity is maintained by line-item alignment according to legislative intent.
Providing support in the execution of the budget to various divisions and the Budget Manager.

Knowledge, Skills and Abilities / Competencies
- Thorough knowledge of the fiscal and operational policies of state government.
- Intermediate knowledge of the principles and practices of public administration and governmental budgeting and accounting.
- Intermediate knowledge of the financial structure, accounting system and financial procedures of the State of North Carolina.
- Ability to organize and present clearly oral and written reports of findings and recommendations.
- Ability to establish and maintain effective working relationships with subordinate personnel, agency officials, legislators, and the general public.
- Documented experience in working with budget activities and/or transactions.
- Documented experience in using accounting and/or budget systems.
- Documented experience in preparation and/or reconciling budgets and/or expenditures.
Minimum Education and Experience Requirements
Bachelor s degree in business administration, public administration, accounting, or related field, from an accredited institution and four years of experience preferably including experience in accounting or budgeting; or an equivalent combination of education and experience.
