Salary Grade: Salary Range: $54,197.00-$94,844.00
This is field and administrative work in the review and evaluation of appraisals of property in the acquisition of Highway Right of Way. The Review Appraiser is responsible for reviewing all appraisal reports within a geographical area of the state and evaluating the completeness, accuracy, and consistency of appraisals. Duties include assisting management in the evaluation of fee appraiser applications and periodically analyzing and rating fee appraiser’s quality of work, promptness of delivery and conformity of reports to departmental and appraisal standards. Work is guided by Federal and State laws, Agency policies and procedures and is performed under the general supervision of the Right of Way Appraiser.
This program involves the real estate appraising of properties affected by the NCDOT Highway Program. The appraisal process consists of a before and after value along with determining damages to the remaining property. Work involves considerable public contact with landowners, state and local officials and other highway officials. Work is guided by federal and state laws, policies and procedures and is performed under the general supervision of a Right of Way Appraiser who reviews work in progress and upon completion for accuracy and performance to established standards
Knowledge, Skills and Abilities / Competencies
Applicants must submit an application that clearly reflects work experience that demonstrates the following:
- Experience analyzing and interpreting data to ensure that State and Federal regulations have been adhered to
- Experience reviewing appraisals of staff and Fee Appraisers to assure that they have arrived at fair market value
- Experience communicating with other appraisers and the general public
- Experience in the staff development training process
- Working experience with Microsoft Outlook, Word, Excel and scanning software
- Demonstrated ability to read highway plans
Minimum Education and Experience Requirements

Bachelor’s degree from an appropriately accredited institution with a degree in Business, Economics, Real Estate or related field (i.e., Civil or Structural Engineering, Architecture) from an appropriated accredited institution and four years of experience in right of way or real estate appraisal work; or High school or General Educational Development (GED) diploma and eight years of experience in right of way or real estate appraisal work, including four years in right of way work; or an equivalent combination of education and experience.
Necessary Special Qualifications:
Certification as a N. C. State General or General/Residential Real Estate Appraiser.
