Group

Home Ownership Programs

The Home Ownership group consists of Home Ownership Lending, Community Programs and Rehabilitation Programs, as well as the Documentation and Compliance team. The Home Ownership Community team is responsible for building Agency relationships with community partners participating in homebuyer assistance program(s) and provides technical assistance and support to partners that will lead to productive performance and relationships; assists with the development and implementation of home ownership programs and serves as a relationship manager for non-profits, housing counselors, lenders, servicers, builders, energy raters and local governments while coordinating loan production functions and supporting Agency programs. The ideal candidate should have experience working with non-profits and/or local governments and have experience facilitating trainings, monitoring visits and providing technical assistance to participating members across the state. Main Objectives

1. Coordinate and develop partnerships with nonprofit housing counselors, local governments, lenders, realtors, builders, energy raters, and developers

- Coordinate with nonprofit housing counselors, local governments, lenders, realtors, builders, energy raters, and developers on housing activities such as pilot initiatives, homebuyer program developments and designs, housing fairs, and healthy and energy efficiency programs.

- Build relationships with partners through meetings and discussions to understand their needs, short-and-long term goals, and determining how the Agency can help.

2. Evaluation of housing programs to identify and improve internal processes and guidelines.

- Participate in discussions with team members to identify ways to improve existing homeownership programs, develop new programs and introduce pilot initiatives based on current housing market needs using data from the U.S. Census Bureau, Department of Housing and Urban Development and community partners.

3. Training and technical assistance for organizations developing homebuyer assistance programs.

- Provide trainings and technical assistance to community partners in developing homebuyer assistance programs.

- May plan and facilitate workshops and training such as homebuyer workshops, housing fairs, and program trainings and conferences.

4. Identify, trouble-shoot, problem-solve and/or make recommendations for changes as it relates to industry housing needs.

- Identify challenges facing affordable home ownership from community partners, local governments, lenders and servicers to identify local and state housing shortages and what is needed to improve existing programs and develop new programs.

- May make recommendations to management on how to align the agency’s programs with industry standards such as ratios, credit score and qualifying income.

5. Strategic outreach in underserved areas and communities for homebuyer assistance programs.

- Provide guidance to local governments, state officials, program partners, and non-profits to operate under fair housing and compliance regulations while advocating for funds used for safe, decent and affordable housing opportunities in underserved areas and communities.

6. Monitoring of internal programs such as Community Partner Loan Pool (CPLP) & Self-Help Loan Pool (SHLP), partner activity and productivity.

- Monitor and evaluates the performance of partners under HOME funds (CPLP & SHLP) by activities such as visiting the site(s), providing technical assistance for the community programs, reviewing the members’ pre-purchasing education curriculum, record retention, fair housing and program participation agreements with some guidance from a senior team member.

- Conduct interviews with partners to describe their experiences and/or concerns with administering the CPLP & SHLP programs, and complete management reports.

7. Act as liaison to support homeownership pilot programs.

- Provide information and insight such as local funds availability and housing market needs to the Agency Government Relations group for legislative requests by researching, developing and implementing newly designed housing pilot programs after natural disasters, emergency housing needs or shortages.

8. Review and approval of home and local code inspections.

- Review and assess professional home inspections and local code inspections and Housing Quality Standards for existing units to determine the property’s eligibility and sustainability for the homebuyer and the Agency’s portfolio.

Education & Experience

Bachelor’s Degree in Business Administration, Economics, Community Planning and Development or related field and 2 years of experience in government funded programs or community development and planning or a related field. Strong verbal and written communication skills and Solid knowledge of Microsoft products are required.

Will consider an equivalent combination of relevant education and experience.

Knowledge, Skills, & Abilities

- Good knowledge of working with local governments, state officials, program partners, and non-profits when operating under fair housing and compliance regulations.

- Good industry knowledge in Federal Housing Administration, Veteran Affairs, United States Department of Agriculture, and conventional loan programs, standards and requirements.

- Good knowledge of working with affordable housing partners, families and community development programs and system vision.

- Good interpersonal skills.

- Good verbal and written communication skills.

- Good ability to work in a team environment and have flexibility to adjust to changes.

- Good knowledge of Microsoft Outlook, Word, Excel and PowerPoint.

- Solid ability to use the internet.

- Good time management skills.

- Good familiarity with mortgage financing.
