Position Description
The Licensing and Education Specialist assists applicants, examinees, and licensed general contractors with general contracting licensing and education requirements, processes, and procedures. Performs various processing tasks, including correspondence and data entry. Processes applications for examinations, licensure, and license renewals. Assist, by telephone and electronic means, approved and prospective providers of continuing education courses, instructors, licensed contractors, and license qualifiers to comply with all continuing education-related laws set forth in NC General Statutes and the North Carolina Administrative Code, Title 21 Chapter 12, and policies of the Board.
Duties shall include reviewing applications for completeness, assuring statutory requirements are met, and communicating with applicants, examinees, contractors, citizens, and state and local government officials orally and in writing. My duties also include document generation and correspondence and reports. Work is performed in accordance with general statutes relating to licensure for general contractors, administrative rules, and Board processes and procedures. Work requires a high degree of accuracy and attention to detail. Sound judgment and initiative are required in the performance of duties. The work is performed under the supervision of the Licensing Director and in coordination with the Education Manager. Work is evaluated through observation, conferences, quality of work completed, and feedback.
Duties and Responsibilities
Essential Duties and Tasks :
• Place or answer phone calls, assist walk-in visitors in the office when necessary. Discern issues as presented, explain applicable laws, rules and/or Board policies and procedures and provide guidance on completion of various applications and forms.
• Enter data from all applications, respond to emails, update, and maintain records, make copies or certified copies upon request.
• Requires accuracy and a high degree of attention to detail.
• Proofread documents for spelling, punctuation, grammar and format.
• During the approval stage of applications, review and complete any follow-up required to verify and clarify information; ensure that applications are complete and in order to fulfill all licensing requirements for the classification and limitation of the license applied for.
• Communicates with applicants by email or telephone, as necessary.
• Provide written and/or verbal confirmation of license and examination credentials.
• Answering telephone calls from general contracting license qualifiers and occasional providers or instructors of education.
• Troubleshoot student roster issues; assist with provider portal set-ups and password issues.
• Process course review fee payments
• Review provider, instructor, and course renewal applications for accuracy and process any related fee payments.
• Help maintain a database of approved education providers, courses, and instructors.
• Create and manipulate data on spreadsheets to be transferred to an internal database.
• Type various correspondence letters and reports as needed.
• Organize materials for instructor certification classes.
• Willingness to assist with set-up and monitoring of videoconference platform meetings and informational/training sessions.

Physical Requirements
• Must be able to physically perform some or all the following basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, walking, talking, listening, sitting, standing, typing, walking up or down stairs and other repetitive motions.
• Must be able to perform lifting exertions of up to 20 lbs. of force occasionally; and or up to 20 lbs. frequently or constantly to move objects.
• Must possess visual acuity to prepare and analyze data, including figures, the ability to effectively operate a computer, and the ability to read materials extensively.
Required Education and Experience
• High School diploma or equivalent with 5 years of work experience including customer service, computer, and public interaction and engagement.
• Prior employment with state or local government a plus but not required.
