About the Department
Research administration and compliance are essential to a successful university research enterprise. Responsibility is shared between researchers, academic units and central offices, which work together to support projects through the award lifecycle.

Sponsored Programs is responsible for pre-award and nonfinancial post-award activities for contracts, grants and cooperative agreements. In partnerships with College Research Offices, Sponsored Programs facilitates the preparation and submission of proposals to all external sponsors, and has administrative responsibility for more than 3,700 award actions securing over $500M annually. Sponsored Programs staff negotiate and execute all sponsored funding agreements from Federal, State and local governments, nonprofit and industry sponsors. Sponsored Programs is responsible for non-financial post-award management, outgoing subawards, and non-monetary agreements necessary for the conduct of research, such as collaboration and date use agreements.

Regulatory Compliance comprises oversight functions for protection of human and animal research subjects, conflicts of interest and commitment, export controls, facility security, and research integrity. The Regulatory Compliance program enables NC State research by ensuring that it is conducted in accordance with the highest standards of ethics, integrity, and honestly as well as in compliance with all applicable laws, regulations and policies governing research to maintain the public trust.

SPARCS operates in a decentralized university environment, serving as the administrative hub of the research and externally sponsored programs enterprise. SPARCS enjoys close collaborative relationships with the Office of Contracts and Grants for post-award financial and effort management, the Office of Research Commercialization to ensure that NC State University fosters an eco-system of discovery and technology transfer centered on impact, innovation, and industry engagement, and the Office of Information Technology to develop and maintain enterprise systems supporting research and research administration. Additional key partnerships include General Counsel, Advancement Services, and University Libraries.

Essential Job Duties
The Compliance Coordinator is responsible for identifying, evaluating, and managing potential conflicts of interest (COI) and conflicts of commitment (COC) within the organization. This role ensures that employees, faculty, and other stakeholders adhere to institutional, state, and federal COI/COC regulations and maintain transparency, fairness, and ethical standards in all professional dealings.

The ideal candidate will have a deep understanding of COI and COC principles, the ability to communicate complex ethical guidelines, and experience managing sensitive information while maintaining confidentiality.

Key Responsibilities:

Assessment and Identification
  • Perform comprehensive reviews of COI and External Professional Activities disclosures submitted by required covered individuals and assist in overseeing the submission and review process in the Research Enterprise Database.
  • Develop Conflict of Interest management plans.
  • Act as an expert resource for faculty, staff, and administrators regarding ethical standards and Federal and State regulations, and University policies and procedures governing Conflicts of Interest and Conflicts of Commitment.


Investigation and Resolution
  • Investigate reported conflicts of interest and commitment, gather relevant information, and ensure proper documentation of findings.
  • Propose and help implement conflict resolution strategies to mitigate risks to the organization.

Monitoring & Reporting
  • Monitor ongoing activities to ensure compliance with COI and COC policies.
  • Prepare operational and management reports for various levels of university administration

Continuous Improvement
  • Stay up to date with changes in relevant laws, regulations, and best practices in conflict of interest and commitment management.
  • Contribute to the continuous improvement of COI/COC management systems and policies.

Policy Implementation & Guidance
  • Interpret and apply Conflicts of Interest and Conflicts of Commitment policies, ensuring compliance with both internal and external regulations.
  • Provide professional guidance on matters related to COI and COC, including explaining policies, procedures, and reporting requirements.

Training & Education
  • Develop and implement educational materials and training programs to increase awareness about COI and COC policies.
  • Conduct periodic training sessions for new hires, faculty, and staff on ethical standards, reporting procedures, and compliance regulations.

Other Responsibilities
Other responsibilities as assigned by the COI Director.

Qualifications

Minimum Education and Experience
Bachelor’s Degree in Business Administration, Public Administration, or related business area and three years of professional accounting experience, of which at least one is supervisory; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions

Other Required Qualifications
  • Demonstrated ability to fully understand, interpret and effectively communicate COI/COC requirements and to implement necessary changes to University regulatory operations and policies; proven success in dealing with highly detailed and sensitive COI and COC issues;
  • Demonstrated ability to work independently and set appropriate priorities between multiple concurrent tasks;
  • Effective communication and group leadership skills, and ability to work with researchers and highly trained professionals;
  • Solutions-oriented customer service, team-oriented, detail and outcomes focused;
  • Excellent written and verbal skills;
  • Facility with information technology, including web, word processing, data entry, managing electronic information and routing/workflow.
  • Ability to learn RED system and associated business processes.

Preferred Qualifications
  • Professional experience in a research-intensive higher education setting or other research institution
  • Professional experience in a research compliance office
  • Professional experience focused on conflicts of interest
  • Professional experience in an office with a formal team workflow process
  • Professional experience with electronic research administration software and protocol submission systems, or related databases
  • Professional experience with federal reporting systems
