Description
The CQRM Director will report to the CEO, but when necessary will have direct access to the Board of Directors to report and make recommendations about regulatory compliance, patient safety, and risk issues. This position coordinates planning, implementation, and maintenance of the corporate compliance program, the corporate risk management program, and develops the quality improvement program in collaboration with clinical staff. The position also oversees activities related to the implementation and adherence to NCHC's policies and procedures covering privacy and access to health information in compliance with federal and state law.

Duties

  • Oversees the corporate compliance program. Develops and maintains a written corporate compliance plan and annual evaluation of the plan's effectiveness. Ensures all required elements of a corporate compliance program are addressed.
  • Develops and maintains current knowledge of corporate compliance requirements. Develops and maintains current knowledge of related laws and regulations as mandated or required by HRSA as a recipient of section 330 of the Public Health Service Act, the Office of the Inspector General, the Centers for Medicare and Medicaid Services, and other agencies. Attends compliance trainings by the Arizona Alliance for Community Health Centers, the National Alliance for Community Health Centers, and other entities as directed by the CEO.
  • Collaborates with the Chief Operations Officer for all external and internal compliance audits. Ensures corrective action plans are documented in a timely manner and implemented.
  • Oversees investigations relating to reports of known or suspected violations of the corporate compliance program.
  • Serve as a consultant to other departments in development of policies and procedures as related to Compliance/ QA/Risk Management
  • In consultation with the CEO, submits mandatory notification of known or suspected corporate compliance violations to the appropriate regulatory agencies.
  • Consults with attorneys and other resources as needed to resolve difficult legal compliance issues.
  • Facilitates and assists with FTCA compliance, including completion of the FTCA redeeming application annually.
  • Coordinates and assists with the State licensure process.
  • Oversees the corporate quality improvement program that includes all staff. Develops a written quality improvement plan with the Quality & Population Health Medical Officer and Chief Medical Officer. Oversees annual evaluation of the plan's effectiveness.
  • Develops and maintains a performance measurement work plan and reporting calendar, including quarterly assessments to ensure timely data collection, aggregation, analysis, and reporting of performance measures related to key operational and clinical processes and outcomes.
  • Leads improvement teams through Plan Do Study Act cycles and reports on outcomes.
  • Oversees a corporate risk management program. Develops and maintains a written corporate risk management plan and annual evaluation of effectiveness.
  • Oversees processes for internal incident reporting.
  • Plans and contributes to development of risk management systems. Monitors, investigates, and reports patient adverse events, malpractice claims, incident reports and any indicators of potential harm identified.
  • Gathers risk related data from internal and external sources, identifies and analyzes areas of potential risk, and informs leadership on how to manage and control key risks.
  • Reviews current literature or other resources for risk management and control.
  • Responsible for management and processing of all claims activities. Serves as the point person for communication with attorneys and the Federal Office of General Counsel.
  • Responsible for management and processing of all subpoenas. Educates staff and serves as a resource when cases for custody, disability, and so forth arise.
  • Participates in the Continuous Quality Improvement Committee and the Governing Board.

Requirements

  • Bachelor's degree in nursing, health care administration, or a closely related field required.
  • Master's degree in nursing, health care administration, or a closely related field preferred.
  • 5 years Community Health Center or related experience and/or training required.
  • 5 years related senior management experience required.
  • CHCC (Certified Health Care Compliance), CCEP (Certified Compliance and Ethics Professional), or equivalent certification(s) required.

Compensation
Starting at $94,800/yr DOE
