The Materials Management and Quality Assurance Director is responsible for overseeing the acquisition, management, and distribution of parts, and ensures that assigned quality standards are met across all applicable operations. The Director will work closely with internal and external stakeholders to maintain high-quality standards, minimize defects and downtime, and improve overall operational efficiency.

The Material Management and Quality Assurance Director is responsible for managing the acquisition, inventory, disbursement and loss prevention of stored parts and materials. This role ensures that bus fleets are properly maintained by coordinating the timely delivery of parts, fuel, and equipment while also handling inventory management. Additionally, the Material Management and Quality Assurance Director plays a key role in maximizing quality assurance standards. Strong analytical and technological skills, as well as organizational and strategic skills, are essential for managing resources, maintaining operational continuity, and ensuring smooth day-to-day bus operations.
Supervision Received and Exercised
This position reports to the Chief Operation Officer and will provide direct supervision to the Warehouse Manager and Quality Assurance Manager, as well as other assigned staff. This position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.
Working Conditions
Normal working conditions for this position are in an office and maintenance facility. Business travel may be required periodically between District sites, governmental agencies, consultant’s facilities, and other locations as required. The ability to work additional hours outside a normal work schedule may be required to fulfill the expectations of the role.
Essential Functions
Duties may include, but are not limited to, the following:
Materials Management:
Oversee the sourcing, disbursement, and inventory management of parts.
Develop strategies to optimize parts availability, reduce costs, and improve efficiency.
Establish relationships with suppliers and negotiate contracts to ensure the best quality and pricing.
Plan, implement and oversee tracking systems and tools to optimize stock levels and demand.
Quality Assurance:
Develop and enforce quality assurance policies and procedures.
Ensure compliance with industry standards, regulatory requirements, and company policies.
Lead quality control inspections, audits, and testing of parts and components.
Assist in investigating and resolving quality-related issues, implementing corrective and preventive actions.
Work with engineering and production teams to ensure parts meet design and functionality requirements.
Leadership & Strategy:
Exercise strong planning skills and leverage technology to optimize supply chain needs.
Lead a team of quality assurance and parts management professionals.
Define and track key performance indicators (KPIs) to assess quality and efficiency.
Drive continuous improvement initiatives to enhance quality and reduce waste.
Collaborate with operations, engineering, and customer service teams to address quality concerns.
Report quality trends and supply chain risks to executive leadership.
Monitors developments related to assigned areas, evaluates their impact upon NCTD operations and recommends and implements policy and procedural improvements.
Advises management staff and the Board of Directors on Supply Chain, Logistics, Material Planning, and Inventory Control activities and issues.
Provides for continuous professional development training for all employees.
Directs the creation and maintenance of an atmosphere which promotes positive human relations and open communication between employees and supervisors and ensures that employees can effectively contribute to the accomplishments of the organization's and NCTD 's goals and objectives.
Adheres to and monitors compliance with NCTD's policies, procedures, budget, goals, and objectives.
Communicates NCTD's safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for safety performance of all assigned employees.

Experience/Education
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:
Education
Bachelor's Degree in Business, Public Administration, or a related field;
Master's Degree in Business, Public Administration, or a related field preferred.
Experience
Five years of relevant management-level experience in procurement, materials management, warehouse management, and/ or logistics
Certificates/Licenses
Possession of and the ability to maintain a California driver’s license, Class C, with less than 6 points in the prior 36-month period and no DUIs in the prior 7 years.
- Forklift certification/license.
- Must be able to obtain and maintain access to Marine Corp Base Camp Pendleton.
- Six Sigma, ISO or Lean certified preferred.

- Intermediate to advanced proficiency in computer software programs, particularly the Microsoft Office Suite.
- Experience with Document Management Systems and Enterprise Resource Planning (ERP) systems, such as JDEdwards plus.
