What are the responsibilities and job description for the Operations Instructor (bus) position at North County Transit District?

Under general direction from the Training Managerthe Operations Instructor instructs and trains new and experienced employees in Bus Operations or Maintenance, and contracted client trainees in the proper operation of buses, other transit vehicles, and equipment; and plans, organizes, and teaches a variety of training programs.


Distinguishing Characteristics

The Operations Instructor is distinguished by its ability to perform specialized and specific training activities requiring knowledge of transportation programsWith this knowledge, this position can prioritize, plan, schedule, implement, and deliver new hire operations training, ongoing operations training, refresher training and post-accident training to include classroom and on the road instruction while ensuring compliance with local, state, and federal regulations.


Supervision Received and Exercised

This position reports to the Training Manager, receiving guidance on overall goals, policies, and strategies. This position has no direct supervisor authority, but they are expected to help develop bus operations training programs.


Working Conditions

Normal working conditions for this position are in an officeoperations facility, and field setting. Business travel may be required periodically between District sites, governmental agencies, consultant’s facilities, and other locations as requiredflexible schedule as required.

Essential Functions

Duties may include, but are not limited to, the following:


  • Provides all required training on all vehicle models and support equipment; including but not limited to policies and procedures, defensive driving, requirements of the Americans with Disabilities Act (ADA), and all route and in-service route training.

  • Assists in the development of training manuals, lesson plans, and related teaching support materials; plans, organizes, and implements established training programs; and provides input and expertise for the potential revision of programs and training materials.

  • Assists in the development of detailed technical training and testing materials

  • Observes and evaluates each trainee's performance and recommends remedial actions. Provides training and preparation to new hires/employees to qualify for their commercial Driver License.

  • Provides training to newly hired, regular, and Behind the Wheel Trainers, in the use of NCTD’s teaching methods, lesson plans, and teaching materials for the proper training of Bus Operators.

  • Implements the Department of Motor Vehicles (DMV) Employer Testing Program to administer the Certificate of Driving Skills forms (DL170) testing.

  • Maintains accurate records of annual Bus Operator training on forms required for the documentation of drivers' training hours (DL260); as well as requirements for Verification of Transit Training Certification (VTT).

  • Participates in the planning, organizing, and support of internal and external training activities.

  • Participates in seminars and workshops, as required, in relation to the duties and functions described above.

  • Provides training in escalated or emergency situations, as assigned.

  • Other duties as assigned.

Education and Experience

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position may be considered.

  • High school diploma or equivalent. 

  • A minimum of three (3) years driving Class "A" or "B" vehicles; including a minimum of two (2) years as a fixed-route Bus Operator or Mechanic at a transit agency. 


Certificates/Licenses

  • Must possess and maintain a valid California Class "B" Driver License with both Passenger and Air Brake endorsements.

  • Possession of and the ability to maintain a California driver’s license, Class C, with less than 6 points in the prior 36-month period and no DUIs in the prior 7 years.

  • Must possess, or successfully complete after hire, the U.S. Department of Transportation Instructor's course in Bus Operator Training Certificate.

  • Knowledge of applicable Federal, State, and Local laws, rules, and regulations regarding motor vehicles and public transportation.

  • Knowledge the safe and timely operation of the NCTD’s fleet, and related policies, and procedures required for a transit operation.

  • Ability to learn, assimilate, and interpret new and existing training materials, and NCTD fare structures.

  • Ability to effectively disseminate training materials, laws, regulations, and other information to trainees.

  • Exhibits a friendly, professional, and customer-service oriented demeanor continuously. 

  • Knowledge of Americans with Disability Act rules and regulations as it pertains to transit.

  • Ability to demonstrate and teach ADA sensitivity and empathy in transit.

  • Exceptional relationship-building skills to deal competently with individuals at all levels of responsibility and authority.

  • Maintain work environment that is safe, clean, organized, and compliant with NCTD policies and regulatory standards.

  • Ability to manage highly confidential and challenging situations with diplomacy and tact.

  • Ability to work under pressure, multi-task, and organize workflow to deliver high-quality products within established deadlines.  

  • Collaborative and flexible “can-do” attitude with a willingness to perform even the most basic tasks. Apply personal attention to detail and take pride in “going the extra mile” to achieve success. 

  • Knowledge of methods and techniques to train and conduct public presentations

  • Strong written and oral communication skills, including knowledge of the structure and content of the English language such as the meaning and spelling of words, rules of composition and grammar. Superior writing and proof-reading skills.

Ability to use the phone and computer for extended periods, sitting at a desk or tabletype and use a keyboard and mouse to perform necessary computer-based functions, and communicating through speech in the English language is required


Machines / Tools / Equipment

  • Ability to operate a personal computer and Microsoft Office Suite programs.

  • Ability to operate standard office equipment, including a fax and scanner machine, copy machine, and telephone.
